Environmental Department Reports Progress on Park Improvements, Water Conservation, and Restoration Projects

The Environmental Resources Department provided updates on several projects. The Ritter Farm Park is undergoing its third phase of site improvements, including mowing and maintenance. East Lake Park will have its forest area improved, with buckthorn removal and native plant restoration. Casperson Park is using goats to combat buckthorn. Fundraising efforts for Ritter Farm Park include a plant sale and a 'pints, puzzles, and pizza' event. The department also highlighted success in water conservation through rebate programs and offered courses on landscape design and local plants. Bee monitoring is ongoing.

Water Consumption Stable, Water Tower Refurbishment Continues, Sewer Pipe Replacement Completed

The Utilities Department reported that water consumption through the end of June was nearly the same as in 2025, with just over 1.29 billion gallons produced. Projects completed include the repainting and resurfacing of the Dakota Heights water tower, with work now moving to the Hamburg Tower and subsequently the Holy Oak Tower to extend their service life. An annual project to replace sewer pipes, upgrading over 2.5 miles of lines to extend infrastructure life and reduce blockages, has also been completed.

Water Efficiency Grant Program Concludes Successfully, Saving Millions of Gallons

The Utilities Department reported on the completion of the Water Efficiency Grant Program for 2024-2026, which saw 286 participants receiving rebates for irrigation systems and toilets. This program secured nearly $30,000 in grant funds and is estimated to save over 4 million gallons of water annually. A new grant program from the Metropolitan Council is set to launch at the end of summer.

Residents Oppose Annexation of Historic Family Farmland

Residents Chris Mohler and Jim Sober voiced strong objections to the proposed annexation of their family's land, which is located in Eureka Township and has been in their families for generations. They expressed concerns about the loss of rural character, increased city taxes without commensurate benefit, and the lack of consultation regarding the annexation proposal. They formally requested that their properties be removed from the annexation boundary and maps.

The City Council reviewed the annual comprehensive financial report for the year ended December 31, 2025. The report, prepared by ABDO, received a clean audit opinion, with no significant regulatory issues noted. The city also received an award for excellence in its 2024 financial report, marking the 37th consecutive year. The general fund balance is strong, exceeding the fund balance policy, and revenues were higher than budgeted, while expenses were lower.
