Leewood City Council Accepts 2025 Annual Financial Report and Audit with Clean Opinion
The governing body reviewed and accepted the 2025 Annual Comprehensive Financial Report (ACFR) and audit for the city of Leewood. Representatives from RSM, the auditing firm, presented their findings, noting an unmodified (clean) opinion, indicating the financial statements are fairly stated in accordance with generally accepted accounting principles. They highlighted three audit adjustments related to receivables and two uncorrected misstatements deemed immaterial. A material weakness was reported concerning revenue recognition related to receivables. The audit also included a single audit for federal grant expenditures, with no instances of non-compliance noted for the highway and planning construction grant. The report mentioned the city's AAA credit rating from Moody's and a healthy unassigned fund balance of 77% of current year expenditures. The resolution accepting the report was moved by Council Member Peppus and seconded by Council Member Larson, passing unanimously.
City Approves 20-Year Special Use Permit for Cellular Tower Amid Landscaping Concerns
The council considered a resolution to approve a special use permit for a wireless communication facility, specifically a cellular tower owned by Crown Castle, located south of I-35 and east of Mission Road. The existing tower, approved in 1998 and last renewed in 2017 for five years, includes antennas for DISH, T-Mobile, ATT, and Sprint. The permit renewal was for 20 years, but due to ongoing landscaping compliance issues, some council members expressed concern. The city attorney noted that state law requires permits to be at least 10 years. The applicant representative, Justin Robinson of Crown Castle, acknowledged a lapse in the permit and committed to quarterly landscaping checks and working with code enforcement. The permit was ultimately approved with a 20-year term in a 7-1 vote.
