Fire Station 212 Undergoing $800,000 Renovation
The City Council approved Resolution 2026-33, appropriating $800,000 for significant renovations to Fire Station 212, located at 18 East Anderson Lane. The station, built in 2001, has undergone minor interior and exterior updates previously, but this project involves a major overhaul. Renovations include replacing original carpet and wall coverings, updating fixtures in locker rooms and restrooms, epoxy coating the bay floor, upgrading the HVAC system, restructuring the attic ventilation, repainting the interior, and recovering the stairs. The appropriation was necessary because the project could not be fully funded during the previous year's budget due to a budget freeze.
Over $1.2 Million Appropriated for Police HQ Site Acquisition and Park Path
The City Council approved Resolution 2026-32, appropriating over $1.2 million from the LIT (Local Income Tax) fund for two projects: the Abner Longley Perimeter Path ($400,000+) and the acquisition of four properties on South Meridian Street for the future Police Headquarters site ($800,000+). The Abner Longley path project, originally a 2025 project, required funding from a different source as funds were not encumbered by year-end. The property acquisition is proceeding under the assumption that a future referendum for the police station will pass. The motion to approve included a specific required line item regarding the Meridian Street property addresses for title company purposes.
Eli Lilly Medicine Foundry Designated as Innovation Development District
The City Council approved Resolution 2026-36, acknowledging the designation of approximately 200 acres for the Eli Lilly Medicine Foundry project as an Innovation Development District (ID) by the Indiana Economic Development Corporation (IEDC). This resolution also formally establishes the base assessed value for the allocation area as January 1, 2025, and approves the execution of an ID agreement. The agreement stipulates that at least 12% of the captured incremental tax revenue will be distributed to the city, county, and school corporation, with the remaining 88% used for project-related infrastructure as defined by the IEDC. The city council acknowledged the mayor's designation and authorized the mayor to execute necessary documents. Councilmember Messenger abstained due to needing further research.
City Council Approves $50,000 for Fire Truck Repairs
The City Council approved Resolution 2026-29, which appropriates an additional $50,000 for fire truck repairs. This appropriation is necessary to replenish the general fire truck repair line item due to the ongoing costs of maintaining aging fire apparatus. The need for additional funds was attributed, in part, to a budget freeze implemented in the previous year, which prevented necessary adjustments during the annual budget process.
PILOT Agreement Approved for Senior Low-Income Housing Project
The City Council approved an ordinance establishing a Payment In Lieu Of Tax (PILOT) agreement with Jackson Square Limited Partnership for a new multifamily housing project. The project includes 92 units across two buildings, with one building dedicated to senior age-restricted, low-income housing (55+). This building received state low-income housing tax credits, which require local participation via a PILOT agreement. The PILOT payments, starting at $12,000 annually and increasing by 3% yearly for 15 years, will be deposited into a special city housing fund to support future affordable housing projects. The other 46 units are market-rate.
