Cemetery Rate Adjustments, Rule Updates, and 2027 Tax Budget Approved
The council considered Ordinance 2026-065, which revises Chapter 921 of the codified ordinances to adjust cemetery rates and fees, aiming for greater financial self-sufficiency while maintaining quality services. This was presented as a first reading. Following this, Ordinance 2026-066 was introduced for a first read, updating cemetery rules and regulations, marking the first update since 2027. Resolution 2026-063 approved the 2027 city staff pay plan, including cost of living and performance wage appropriations. Resolution 2026-071 was adopted, authorizing the city manager to execute addendum number two to the Warren County CDBG entitlement program cooperation agreement, reflecting updated federal compliance requirements. The council also discussed scheduling a special meeting or making the August work session a voting meeting due to time-sensitive ordinances.
Grant Application for Roundabout Project; Glauer/Cincinnati Intersection Nears Completion
Resolution 2026-070 authorizes the city manager to submit an OPWC grant application for the Drake Road and Miller Road roundabout project, requesting approximately 49% of the total project cost. Separately, the City Manager provided an update on the Glauer Road and Cincinnati Avenue roundabout, stating that pavement striping was being completed and the intersection was expected to open the morning after the meeting. However, both legs of Glosser Road will remain closed for ongoing work, including fixing a design error in the southern leg's concrete median elevation and completing a multi-use path on the north side, with the total project completion targeted for August.
Contract Renewal Approved for Public Safety Software Systems
Ordinance 2026-062 was presented for a first read and renewal of a contract with Central Square Technologies. This 5-year renewal covers support, maintenance, and subscription services for the city's public safety computer-aided dispatch (CAD) system and police department records management system (RMS). The first-year cost is $91,587.98, with an automatic annual renewal increase of 5%.
Easement Vacations and Subdivision Plats Approved for Property Development; Green Space Grant Pursued
The council considered a series of ordinances and resolutions related to property and easements. Ordinance 2026-072 approves an easement vacation plan to remove a portion of an existing utility and access easement on the Kanuka Moal LC property for a new structure. Ordinance 2026-073 approves vacating a public utility easement at 206 West Malbury Street for the construction of a new home. Ordinance 2026-074 approves the West Malbury Street First subdivision section one plat to reconfigure two lots at 210 West Malbury Street to support new home construction. Additionally, Resolution 2026-072 authorized the city to apply for a state Clean Ohio Fund ENRAP grant for the purchase of a 51-acre parcel north of Miller Road for green space preservation and a multi-use path. Ordinance 2026-069 approves the purchase agreement for this parcel for $1,400,000, contingent on the grant award.
