Lima City Council Congratulates Martis Kimbrew on Championship Win and Community Dedication
Lima City Council unanimously adopted Resolution 1626, congratulating Martis Kimbrew on winning the 2025-2026 Pakow Essa Men's First League Championship. The resolution also recognized his professional accomplishments and his continued dedication to the Lima community through the Martis Kimbrew Youth Basketball Camp. Kimbrew, present at the meeting, expressed his gratitude and announced his upcoming basketball camp from July 20th-22nd at the Lima YMCA.
Neighborhood Concerns Addressed, Local Athlete Honored, and Community Events Highlighted
Councilor Glenn reported on the Neighborhood Concerns Committee meeting from June 23rd, 2026, which addressed issues with dumpsters on Atlantic Street causing rodent problems. A representative from Republic Services confirmed they were working on the problem, cleaning the cans, and implementing rat poison. Neighbors reported seeing a difference. Councilor Glenn also moved to approve the committee report. Later, Councilor Glenn moved for a resolution to recognize Councilor Gordon for his induction into the Lima Warriors Hall of Fame. In other community development discussions, Councilor Wilkerson urged residents to express love and avoid grudges, while Councilor Lowe highlighted issues with dilapidated properties and unkempt yards in the Third Ward, emphasizing the need for code enforcement and resident pride. Councilor Jordan encouraged residents to use the aquatic center and library during the heatwave. Councilor Jones promoted two youth events: 'Straight Talk, No Cap' and a LACNIP fish fry/car wash fundraiser. Councilor Gordon announced the 'National Night Out' event on August 4th at Lincoln Park and reflected on the importance of relationships built through community service.
City Council Approves Ordinances for Fire Department and Municipal Court Grants
Several ordinances related to applying for, receiving, and administering grant funds were passed on their first reading. Ordinance 139-26 authorizes the mayor to apply for, receive, and administer funds from the AFG Fire Prevention and Safety Grant for the Lima Fire Department. Ordinance 141-26 authorizes the mayor to apply for, receive, and administer funds from the Assistance to Firefighters Grant for the Lima Fire Department. Ordinance 147-26 authorizes the mayor to receive and administer funds from the Mental Health Recovery Services Board (MHRSB) for pre-child services for the municipal court. A motion to abstain from voting on Ordinance 147-26 was made by Councilor Glenn due to working for the MHRSB.
Council Approves Various Contracts, Appointments, and Procurement Ordinances
The council passed several ordinances related to procurement and contracts. Ordinance 134-26 authorizes the mayor to contract with govdeals.com to dispose of a Cisco 3600 series router. Ordinance 140-26 authorizes the mayor to contract with govdeals.com to dispose of a 2016 Ford Explorer used by the fire department. Ordinance 131-26 confirms the appointment of Betsy Billingsley to the Design Review Board. Ordinance 132-26 confirms the appointment of Benji Bergstrand to the Design Review Board. Ordinance 133-26 authorizes the mayor to enter into an MOU for the 2026 Gen Next Youth Workforce Development Program. Ordinance 136-26 authorizes the mayor to amend a contract with D3 Energy LLC. Ordinance 137-26 authorizes the mayor to purchase or accept real property donations for a 24-inch waterline extension project. Ordinance 138-26 authorizes the mayor to enter into a contract with Stale Insurance Group for liability insurance. Ordinance 142-26 authorizes the mayor to enter into a contract with Just Guns and Ammo for the police department, passing with a 6-1 vote. Ordinance 143-26 authorizes the mayor to enter into a contract with Sea West Observatories for the public works department. Ordinance 144-26 authorizes the mayor to amend a contract with Kleinfelder Inc. Ordinance 146-26 authorizes the auditor to pay Tyler Technologies for the municipal court software system. Ordinance 148-26 amends section 246.14 of the city ordinances regarding Human Resources Department authorized employment positions.
Lima Police Department Clarifies Use of Flock Camera System for Public Safety
Major Ron Holman provided an update on the Lima Police Department's Flock camera system, implemented in 2023. He clarified that the system takes still images of vehicles, not people, and does not have license plate readers or facial recognition capabilities. The system is used as an investigative tool to aid in criminal investigations, recover stolen vehicles, and locate missing persons. Data is retained for 90 days unless vital for an investigation and all inquiries are logged and auditable. The department shares cameras with other agencies and has found them vital in solving homicides and locating missing individuals. The contract is in place until 2030.
