Pelletier Ponds Phase 1 Approved by City Council
The City Council approved Resolution 26-131 (PUD Final Plan, Final Plat) and Resolution 26-132 (Planned Unit Development Agreement) for Pelletier Ponds. This first phase of the planned development will include 119 homes, comprising 34 back-to-back townhomes, 54 row townhomes, and 31 single-family 55-foot wide lots. Park dedication fees, after credit for trail costs, will be over $360,000. The Planning and Zoning Board reviewed the project and added a condition requiring garages on 14 of the 55-foot wide lots to be at least 440 square feet; the submitted plans meet this requirement (smallest garage is 445 sq ft).
City Council Approves Funding for Trail Maintenance Project
The City Council approved Resolution 26-136, accepting quotes and awarding a construction contract for the 2026 Trail Maintenance Project. The project involves milling and overlaying a quarter mile of bituminous trail in Country Lakes Park, from West Shadow Lake Drive to Country Lake Drive, and removing tree roots. Windberg Companies LLC was awarded the contract for $94,395, with a completion date of November 31, 2026. This project aims to maintain and improve existing trail infrastructure.
City Council Authorizes Bids for Public Works Utility Extension Project
The City Council considered Resolution 26-129, ordering the 2026 Public Works Utility Extension Project, approving plans and specifications, and authorizing the bid advertisement. The project involves directional drilling of a 12-inch water main and a 4-inch pipe to loop the water system from the public works site to serve the Pine Glen development and future public works building, with ultimate extension to areas identified in the city's comprehensive plan. The estimated cost is $1.2 million, funded by the area and unit fund. Bids are expected back for council consideration on September 7th, with construction completion in May-June 2027. This phase involves the construction of 20 townhome units (five buildings with four units each). The development is consistent with the previously approved preliminary plan and plat. The project will include park dedication fees totaling $76,000. The Planning and Zoning Board recommended approval.
City Council Approves Utility Rate Study Authorization
The City Council considered Resolution 26-137, authorizing the preparation of a utility rate study and a review of the utility rate structure. The study aims to develop fair and equitable rates for water, sanitary sewer, and stormwater, ensuring financial stability for each utility fund and establishing a long-range plan for infrastructure improvements.
