Village Board Approves Ordinance for TIF District Amendment and Public Hearing
The Village Board considered an ordinance calling for a public hearing and a joint review board meeting to approve amendment number one to the eligibility report and development plan for the Village of Lyle Downtown Redevelopment Project Area Tax Increment Financing (TIF) District Number Three. Village Board Approves Invoice Lists and Treasurer's Report
The Village Board approved the consent agenda, including ratification of the July 6th invoice list ($962,185.41) and the July 20th invoice list ($423,554.29), and acknowledged the June 2026 Treasurer's report. Separately, they approved items A and B (June 15th meeting minutes) after an initial removal and subsequent re-approval. Trustee Grow abstained on the minutes' approval.
Kindy Academy Proposes Converting Vacant Office Space to Private School
Mark Daniel, representing Kindy Academy, discussed their upcoming application to convert nearly 100,000 square feet of vacant office space at 2275 Cabot Drive into a private school serving grades 4-12. The school would include science labs, physics labs, engineering labs, and a maker space. Daniel acknowledged Kindy's past zoning challenges in Lyle and stated they are seeking a location in an area less residential in character. He highlighted the project as a terrific reuse of a building and mentioned potential cooperative use of facilities with other entities like a private soccer club or the park district. Daniel emphasized the importance of collaboration between the village and applicants and encouraged the board to learn about the project and provide feedback.
Resident Raises Concerns Over Special Use Permits for Short-Term Rentals at 1203 Lyle Place
A resident, Catherine Mazzolini, voiced concerns regarding two special use permits for household living, duplex, and lodging at 1203 Lyle Place. She argued the proposal, which allows for up to 20 short-term guests in an Airbnb-style operation within a residential area, fails to adequately address parking, fire safety, occupancy limits, and day-to-day management. Mazzolini stated that such a proposal would introduce constant turnover of short-term guests, negatively impacting the neighborhood's quiet enjoyment through increased noise, traffic, and late-night activity. She noted that Lyle does not allow short-term rentals in residential areas and that approving this could lead to further conversions, changing the area's character. Mazzolini also expressed concern about existing unpermitted exterior lighting and whether the operation would follow village regulations. Following this, the applicant's representative indicated a desire to withdraw the short-term rental permit request, focusing only on the residential (duplex) use.
Village Approves Contracts for Lead Service Line Replacement Design, Siding, and Hauling Services
The Village Board approved a resolution authorizing a contract with Engineering Enterprises Incorporated for professional engineering services for the lead service line replacement program, not to exceed $77,103. The village has identified 24 lead or galvanized water service lines, and state regulations require replacement by the end of 2037. This contract covers the design services for these replacements. Additionally, the board approved a contract for siding services not to exceed $48,500 with Land Works Limited, the lowest bidder, which includes three option renewal years. A contract for debris and materials hauling not to exceed $37,775 with Utility Transport Service Incorporated was also approved.
