Hannah Farms PUD Amendment First Reading Addresses Masonry and Landscaping Requirements
The council held the first reading of an ordinance to amend the Hannah Farms Planned Unit Development (PUD) District. The amendment, stemming from a previous 2024 PUD amendment, addresses discrepancies in masonry requirements for homes facing Artisian Avenue. Specifically, lots 134-142 were intended to have a 360 brick finish up to the first window, a requirement that did not perfectly align with homes built on a small cul-de-sac. To remedy this, the proposed amendment ensures that three lots where foundations had not yet been poured will receive the 360 brick wrap. For lots where foundations were already poured (146-148), Fourstar has agreed to add additional plantings to buffer the Artisian Avenue view shed. Exhibit C and a 3D rendering of the landscaping plan are included to detail these buffering efforts. The plan commission provided a favorable recommendation.
Council Addresses Storm Drain Flooding and Safety Concerns at Retention Ponds
Council members addressed constituent concerns regarding street maintenance and public safety at retention ponds. One resident reported flooding issues on Victor Drive and Charlotte Circle, requesting the street department clean storm drains. Another council member expressed concern about safety at a private retention pond across from Chili's and Texas Corral, where a family was seen fishing. The member requested the property owner be contacted about posting 'no swimming or fishing' signs and emphasized the importance of life jackets for children. It was confirmed that the pond is on private property and was not intended to hold water, but due to the shallow water table, it does.
Indiana Gradings Seeks Rezoning for Facility Expansion and Storage
A first reading was held for a rezoning property request for Indiana Gradings. The company, a third-generation business operating in Martinsville for 50 years, has doubled its workforce and is out of space. They seek to rezone adjacent lots to expand their building by constructing a storage building for materials and fabrication work. This will allow their current building to accommodate more fabrication. The proposed expansion will be a storage warehouse with no fabrication or cutting on-site. The plan commission provided a favorable recommendation. The item will be considered further on July 27th.
