Village Board Enters Closed Session to Discuss Old Falls Village Sale

The project is valued at approximately $9.8 million with expected occupancy by January 1st, 2028. Under the agreement, 60% of the tax increment will be rebated to the developer over eight years, totaling approximately $560,000, to offset development costs and incentivize the project. A minor correction was noted regarding the square footage from 9,800 to 9,400, which staff will amend in the recital.
Village Adopts Sanitary Sewer Service Area Amendment, Seeks MMSD Conformance
The Village Board adopted a resolution to amend the sanitary sewer service area and requested the Milwaukee Metropolitan Sewage District (MMSD) to align its facilities plan accordingly. This amendment aims to bring village sewer service area maps into conformance with the Southeast Wisconsin Regional Planning Commission and Wisconsin DNR standards. The action includes extending approved sewer service to two orange areas, and importantly, allows a red-outlined area, initially slated for the Sussex treatment plant, to use Lake Michigan water and connect to MMSD's system. This consolidation of mapping is intended to streamline the process for future developments, eliminating the need for individual boundary amendments. The initiative was spurred by the development of Bila Vista, which highlighted discrepancies in the existing mapping.
Village and County Agree on Asphalt Path Installation and Maintenance
The Village Board approved a two-party agreement between the Village of Menominee Falls and Walkshire County for the installation, maintenance, and ownership of a 10-foot-wide asphalt path. This path will be located on the north side of Lisbon Road (County Highway K) from One Mile Road to 1,300 feet west of One Pound Road. The developer will handle the installation, and the village will assume ownership of the path upon completion. This type of agreement has been previously utilized by the village, such as for a path on Silver Spring Road. The Public Works Director is authorized to finalize the agreement with the county.
No Parking Ordinance Approved for Blair Lane
The Village Board approved an ordinance establishing traffic regulations on Blair Lane, specifically on both sides between Susan Drive and Honeysuckle Lane. This action prohibits parking at any time on this stretch of road. The ordinance was initiated by residents concerned about excessive car parking making the road narrow and impeding traffic, including emergency vehicles. The area is adjacent to the Willow Wood Preserve, a village-controlled no-trespassing area. The recommendation for 'no parking at any time' came from the police and public safety group.
