MPD Faces Scrutiny for Slow Progress on Settlement Agreement Reforms, Council Demands Accountability

The City Council's Settlement Agreement and Consent Decree Subcommittee received a semi-annual report from ELEFA, the independent evaluator overseeing the Minneapolis Police Department's (MPD) compliance with the MDHR settlement agreement. The report, covering October 1, 2025, to March 31, 2026, highlighted significant delays and a lack of meaningful progress in key areas, including the internal affairs backlog, early intervention systems, and policy/training development. ELEFA noted that many goals for years 1 and 2 of the implementation process were not met. Council members expressed frustration over MPD's slow progress and lack of direct representation at the meeting, emphasizing the need for improved accountability and systemic reform to address race-based policing. The report also touched upon the need for a new training center, and challenges with supervisory authority, reporting structures, and communication within MPD.
