HOAs Granted Variance for Firearm Use in Rabbit Control
The City Council approved the reissuance of variances to Municipal Code Firearm Ordinance 97-169 for four Homeowners Associations (HOAs): Casta del Sol HOA, Mission Viejo Environmental Association, Palmilla Master Association, and Trac Vista Association. These variances allow the HOAs to use firearms for rabbit control under controlled circumstances and conditions, as outlined in an attached letter (Exhibit A). City staff conducted site inspections and confirmed damage caused by rabbits. The variance is extended for another 24-month period. A change was recommended and approved to condition 2A, specifying that shooting times must comply with California state law, rather than a fixed after-sunset/before-sunrise window. Trac Vista Association has not yet utilized the variance, while the other three have conducted control operations.

Mission Viejo and Laguna Niguel Agree on Property Tax Revenue Correction
The City Council approved a resolution for a prospective correction of property tax allocation between the cities of Mission Viejo and Laguna Niguel. This agreement corrects an error where property tax revenue from three specific parcels was improperly allocated to Mission Viejo instead of Laguna Niguel. The fiscal impact to Mission Viejo will be a decrease of approximately $10,250 per year in property tax revenue. The agreement is prospective, meaning it applies moving forward and does not involve back payment of taxes. The resolution becomes effective upon approval by the city of Laguna Niguel and the County Assessor's Office.
