Residents Voice Safety Concerns Against Mobile Home Park Annexation on Central Church Road

City Administrator Updates on Park Improvements, Art Displays, and Construction Projects
The city administrator provided updates on various community projects. Fulton Hill Park's bell is now on display, with driveway and parking area work to begin in late August. The first place art piece from the Celebration of America art show will be displayed publicly, with other top pieces shown in a downtown storefront window. The Landing Kitchen project is nearing 90% completion, East Morris is 99% complete with signals activated, and Loreno Park is about 60% complete. The East Tennessee Progress Center spec building is 55% complete. The Martin Luther King Jarnigan transportation project will have bids opening on August 4th, along with proposals for the solid waste board's recycling RFP.
Right-of-Way Acquisition Approved for East-West Multimodal Project
The council approved a right-of-way acquisition for the East-West Multimodal Project. Funds for right-of-way purchases were previously appropriated by the city council. This acquisition is noted as one of the larger purchases anticipated for the project. TDOT allowed a reduction in the construction easement timeframe from three years to one year, which decreased the overall cost. Funds allocated in FY26 will need to be reappropriated in FY27 as the project initiation was delayed to FY27.
Rhodes Center Elevator Project Approved; No Direct Cost to City
The council approved awarding bids and contracts for an elevator for the Rhodes Center. City Council had previously seen concept drawings for this project in early 2026 when the Rhodes Center sought a grant, which they successfully obtained. The project will have no direct cost to the city. The Rhodes Center will be responsible for maintaining the elevator at their own cost, provided they continue leasing the facilities. The architect on the project is Sonia Shannon.
Council Member's Loss, TML Recognition, and Community Event Schedule Shared
Councilmember Bibbins' brother, Arnie, passed away, with services scheduled for Thursday. Councilmembers Pettigo and Center attended the TML conference where Larry Clark was named City Manager of the Year. The Tennessee Municipal League (TML) is highlighted as an important organization representing city issues in Nashville, with historical significance for Morristown, including past presidents like Kay and Tommy, and Mayor John Johnson. Councilmember Kay also announced several community events for Saturday, August 8th: the Boys and Girls Club auction, a Diversity Committee event at Fulton Hill Park with the TAMs band, and the Senior Citizen Annual Bingo at The Landing. She also mentioned the Crockett Tavern event and an upcoming event on August 15th for Davy Crockett's birthday.
