The amendment changes the process so that licensing agreements will no longer require a council meeting presentation, but will instead go to the engineer for recommendation and then to the manager's office for approval. The ordinance passed with unanimous consent from Councilman Mustakis (Aye), Councilwoman Janu (Aye), Councilman Green (Aye), and Deputy Mayor Catalan Cole (Aye).
