Mount Prospect Approves Engineering Contract for Major Rand-Kensington-Route 83 Intersection Improvements
The Village Board reviewed a proposal to accept a bid from Christopher B. Engineering for construction engineering services for the Rand, Kensington, Elmhurst, Route 83 intersection improvements (Phase 3). The project, with a total estimated cost of over $19 million and approximately 77% grant-funded, aims to improve traffic flow by adding through and turn lanes, enhancing intersection capacity, and installing new streetlights and shared use paths. The chosen engineering firm, Christopher B. Engineering, was selected for their experience with complex intersections, IDOT procedures, and similar projects within the village. The board also heard resident concerns about cut-through traffic in nearby subdivisions and requested a study on current traffic patterns to establish a baseline before construction begins. The proposal was approved.
Mount Prospect Approves Engineering Contract to Rehabilitate Elevated Water Storage Tank
The Village Board approved accepting a proposal from Tank Industry Consultants (TIC) for design and construction engineering services for the rehabilitation of the 1-million-gallon elevated water storage tank at Northwest Highway and Maple Street. The project is being moved up from its originally planned 2029-2030 timeframe to accommodate the potential installation of antennas on the tank. TIC, with extensive experience in water tank rehabilitation and adherence to AWWA standards, will conduct inspections, identify necessary repairs, and supervise the work. The rehabilitation is expected to extend the tank's life by 20-25 years. The tank will be taken out of service during the estimated 20-week rehabilitation period, with water pressure maintained through Jawa water supply and booster pumps. The color of the tank's recoating is still under consideration.
Mount Prospect Renews SRO Agreement with District 59, Incorporating New State Mandates
The Village Board voted to renew the intergovernmental agreement for the School Resource Officer (SRO) program at Holmes Junior High School with District 59. The renewal incorporates new requirements from Senate Bill 1519, including additional training for working with students with disabilities, prohibiting SROs from issuing school-based disciplinary consequences, establishing procedures for documenting student referrals, setting annual program goals and evaluations, and implementing a feedback/complaint resolution process. While generally supported by the board and community members, concerns were raised by residents regarding past incidents involving an SRO, including issues with alcohol and a firearm, and the transparency of investigations into such matters. The board renewed the agreement, emphasizing the program's value in supporting student safety and well-being.
Mount Prospect Considers Pension Bonds and Sales Tax Diversion to Address Funding Gap and Achieve Savings
The Village Board discussed the pension funding strategy and potential bond issuance to address the unfunded liabilities of the police and fire pension funds. The current funding ratio is 66.4% for police and 69.6% for fire, with unfunded amounts totaling $57.3 million for police and $42.8 million for fire. A proposed strategy involves diverting $5 million from sales tax revenue towards additional pension contributions for four years, along with issuing $5 million in bonds for street projects. This approach aims to increase the pension funding ratio to approximately 80% by 2029 without requiring new property tax levies, potentially saving $11.5 million in future contributions. The village also discussed its pursuit of a AAA credit rating, currently holding an AA+ rating, and the requirements for achieving AAA, such as maintaining a strong general fund balance. Additionally, the board considered issuing $5 million in bonds for a Community Connection Center/Village Resource Center. The proposed strategy aims to optimize pension funding, potentially leading to significant savings and maintaining current property tax levels.
Mount Prospect Proposes Six-Month Moratorium on New Massage Business Licenses
The Village Board heard a first reading of an ordinance implementing a temporary moratorium on the acceptance and approval of certain business licenses for massage establishments. The proposed six-month pause aims to allow the village to review and refine its processes related to licensing, vetting, and enforcement for these businesses, addressing historical issues. The ordinance clarifies that completed applications will not be affected, but any application found to be materially deficient would be subject to the moratorium. The board voted to waive the standard two-reading requirement due to urgency and approve the ordinance.
