City Council Approves Rezoning for Prairie House Development Amid Traffic Concerns

City Council voted 4-3 to approve Ordinance 014-2026, which rezones 18.461 acres at 6060 East Dublin-Granville Road from R2 single-family residential to IPUD (Planned Unit Development) for the Prairie House neighborhood. The approval followed extensive public comment and council discussion, primarily focused on traffic concerns along Dublin-Granville Road and the implications of the development. The applicant agreed to not begin construction on internal public streets until March 1, 2027, or until a traffic study is completed, and not to seek a certificate of occupancy until September 1, 2027. The city committed to conducting a comprehensive traffic study for the Dublin-Granville Road corridor, with results expected by the end of September, and to implementing traffic calming measures. Council emphasized that this zoning approval is step one and further reviews, including the final development plan and traffic study outcomes, will occur.

Final Plat Approved for Hamlin at Sugar Run, Phase Three

City Council approved Ordinance 020-2026, which finalizes the plat for Hamlin at Sugar Run, Phase Three. This phase includes 17 single-family lots, two reserves, and two roads on 4.626 acres, located at the southeast corner of New Albany Condit Road and Central College Road. The plat has two fewer lots than the previously approved final development plan but is consistent with it and meets all code requirements. Planning Commission recommended approval with a 5-0 vote. Council discussed traffic conditions at the Snyder Loop and 605 intersection, noting that no signal improvements were warranted at the time of the final development plan but that the city would continue monitoring. Council also requested consideration for adding a center island median to improve traffic flow and safety at the intersection, comparable to the one across the street, which staff agreed to review with the developer. The property is owned by Ohio Health.

MOU Approved for Temporary Gray Water Supply to Flint Grid Development

City Council approved Resolution R28-2026, authorizing the City Manager to enter into a Memorandum of Understanding (MOU) with Flint Land Enterprises LLC regarding the temporary supply of gray water. Flint Land Enterprises is developing property outside New Albany city limits that requires water for fire suppression. This MOU allows them to tap into the city's gray water system temporarily, with the condition that they must annex into the city and pay tap fees for both gray water and permanent water systems if they tie into the main water source later. The gray water system is solely for fire suppression.
