City Council Approves Minor Increase in Development Impact Fees
The City Council considered a resolution to amend the master fee schedule for fiscal years 2026-2027, specifically concerning development impact fees. Staff recommended a 0.3% increase across all development impact fees (park, public safety, community services, transportation, housing) based on the Engineering News Record Construction Cost Index. A comprehensive update to impact fees is underway, with recommended adjustments anticipated later in the year. The motion to approve the fee adjustments passed with four affirmative votes, with Councilmember Contancio absent.
City Council Approves Consent Calendar Items, Tables Meeting Minutes
The City Council approved several items on the consent calendar, including approval of audited demands, minutes from the July 9th meeting (tabled for further review), and resolutions for contractual services, tax appropriations limits, capital improvement plan amendments, and transit services. A resolution authorizing the city manager to execute a contractual services agreement with Browning-Ferris Industries for SB 1383 compliant compost, not to exceed $134,000, and to amend the biennial budget was approved. Another approved resolution authorized the city manager to execute a task order with the City of Fremont for paratransit services with Ride On Tri-City, not to exceed $189,642, and to amend the bi-annual budget. A resolution establishing the fiscal year 2026-2027 tax appropriations limit was also approved, as was a resolution approving a budget amendment to the 2026-2031 Capital Improvement Plan and an agreement with Urban Plan Partners, Inc. for planning services.
Newark Proclaims Disability Pride Month, Honors Advocate Alex Reyes
The City Council proclaimed July 23rd as Disability Pride Month in Newark, acknowledging the passage of the American with Disabilities Act and the theme 'the world works better with us.' The proclamation highlighted the city's commitment to fostering an inclusive community where people of all abilities are welcomed, respected, and empowered. Initiatives from 2026-2028 include updating the ADA transition plan, expanding digital inclusion, and inclusive programming. The council also recognized Alex Reyes for his advocacy and contributions to disability rights legislation, including Senate Bill 639 and Assembly Bill 248. The city is planning to build its first all-abilities park.
City Proclaims Celebration Days for Portuguese Fraternal Society's Anniversaries
The City Council issued a proclamation recognizing July 23rd through 26th as days of celebration for the Portuguese Fraternal Society of America Council number 16's 103rd anniversary and their 130th anniversary in the city of Newark. The proclamation highlighted the historical contributions of the Portuguese community to the development of Newark and acknowledged the preservation of their traditions through the Holy Ghost Festival. The festival includes events from July 23rd to 26th, with a large parade on Sunday.
SR-84 Intermodal Bus Facility Project Presented to Council
A presentation was given on the proposed State Route 84 (SR-84) Intermodal Bus Facility Project, located south of the Ardenwood Park and Ride between Newark and Fremont. The project aims to improve access, reliability, and travel times for buses and shuttles connecting Alameda County with Peninsula counties and accessing the Dumbarton Bridge. It also encourages a shift from car to public transit and could provide travel time savings. Two alternatives were presented: Alternative One with a single center platform and Alternative Two with two outboard platforms. Caltrans is the lead environmental agency, with a draft environmental document expected for public comment in Fall. Construction costs are estimated between $170-$190 million. Funding has not yet been identified.
