New Highway 9 Lift Station and Force Main Project to Serve Developing Corridor
The council discussed the approval of professional services agreement with Royal Engineering for the Highway 9 lift station and force main project. This project will serve the developing area at Highway 9 and Harvey and eventually the entire Highway 9 corridor, lifting wastewater towards the NBR plant at Highway 9 and 62. Engineering is ready to commence, with surveys already completed. The project is expected to take approximately 12-18 months for completion from the current stage. The initial phase will involve a short lift across Highway 9, with future expansion to connect to the sewer plant at Highway 9 and 62. This project also opens possibilities for future development in the area by providing necessary wastewater infrastructure. A separate item discussed the 1.0 MGD membrane bioreactor (MBR) wastewater treatment plant and collection system improvements, also with Wall Engineering, designed for a total capacity of 12 million gallons.
June Financial Report Shows Revenues Exceeding Expenses; Year-End Balances Strong
The monthly treasures report for June, the final month of the fiscal year, indicated that revenues exceeded expenses. Revenues were at 103.6% and expenses at 98.2%. The capital improvement tax fund showed revenues at 103.7% and expenses at 55.1%. The NPWA department saw revenues at 102% and expenses at 97.1%. The report detailed fund balances, including a nearly $1.7 million general fund balance and a $2.3 million capital improvement tax fund balance. Significant borrowings were noted for the wastewater plant ($49 million) and new meters ($2.7 million). Sales and use tax for June was nearly $916,000, with sales tax accounting for $727,000 and use tax for $189,000, representing a 3.8% increase over the budget.
Street Department to Acquire New Packer Roller Financed Through Community Bank
The council approved the purchase of a new 2026 Caterpillar CT7 packer roller for the street department. The existing roller is 31 years old and has had numerous costly repairs. The new roller will be purchased through financing with Community Bank at an interest rate of 3.5% over a five-year note. The purchase includes all discounts and trade allowances for the existing roller. The street department requires the new equipment immediately for upcoming projects, including work on the sports complex.
Development Agreement for Waterline Extension Sparks Debate on Easements and Road Width
The council discussed a development agreement with RSN Development LLP for a waterline extension along Southeast 40th Street. The project was postponed due to the need for an easement for the widening of Southeast 40th. RSN Development requested compensation for the easement, including options ranging from a 10-ft easement at $50,000 to a 17-ft easement along with the burial of overhead power lines, estimated at $40,000. Concerns were also raised about the impact on a tree line that serves as a buffer and the potential disturbance to nesting Mississippi kites and great horn owls, requiring adherence to federal regulations. Four options were presented: paying for power line relocation and securing a 17-ft easement, constructing a narrower one-way road, building a narrower two-way road, or installing a crash gate and leaving the area as is. The council and the developer's representative engaged in extensive discussion regarding the width of the road, the cost of easements, and the necessity of road improvements for future development and public safety.
Wall Engineering Contracted for MBR Wastewater Treatment Plant Improvements
The council approved a professional services agreement with Wall Engineering for a 1.0 MGD membrane bioreactor (MBR) wastewater treatment plant and collection system improvements. This project is tied to the Highway 9 lift station project and is designed for a total capacity of 12 million gallons, with the potential for future expansion. The city has secured the necessary 14 acres for the plant and has resolved factors determining the plant's size, including discharge permit numbers.
