City Council Considers $26 Million Bond for Wastewater System Upgrades
The City Council considered an ordinance authorizing the issuance of sewage works revenue bonds up to $26 million to fund two major projects: headworks rehabilitation and the rebuild of lift station 20. The headworks rehabilitation project, which includes updating equipment and installing odor control, is necessary as the facility was built in 1992. Lift station 20, which services the southwest quadrant of Noblesville Township, is at full capacity and will be replaced and expanded to accommodate future buildout, including 3 miles of force main construction and enhanced odor control. The total anticipated cost for both projects is $36 million, with $10 million to be funded by the utility's financial reserves. The bond issuance is planned for up to $23.5 million with a 10% contingency. This bond issuance will have no immediate impact on sewer rates, as it was accounted for in previous rate studies. The utility operates as a separate enterprise from city tax funds.
Council Approves Financing for New Police Headquarters
The City Council considered an ordinance pledging general revenue to the lease rental bonds for a new police headquarters and a related resolution approving the lease agreement. The new headquarters is an upgrade from the current 1992 facility. The financing plan involves a bond issuance expected not to exceed $53 million, with a guaranteed maximum price agreement for construction at $50.15 million. The city will pledge general revenues, including local income taxes, food and beverage taxes, and interest income from investments, with a property tax backup to enhance credit rating. This project is being financed within existing capital project capacities and has been planned for several years. The lease agreement is between the Noblesville Building Corporation and the City of Noblesville Police Department. Interim properties (City Hall, Fire Station 71, East Side Salt Barn) will serve as substitute collateral until the new police station, estimated for completion in the third quarter of 2028, is built. Future financial approvals will include the bond approval and appropriation of cash reserves (approximately $4 million buy-down), as well as a government use overlay zoning. No changes to tax rates are anticipated.
Council Considers Annexation of Two Residential Developments
The City Council considered two ordinances for voluntary annexations and the establishment of public hearings. The first ordinance (33-07-26) involves annexing approximately 99 acres at East 156th Street, known as Encore at Linden Walk, a planned development for an age-targeted community of up to 210 dwelling units. The property is currently zoned R3 PD (single-family residential planned development). A fiscal analysis has been completed, and a public hearing is requested for the August 11th, 2026 meeting. The second ordinance (34-07-26) concerns the annexation of approximately 55 acres at East 181st Street, known as Parks at Crossroads, a planned development adopted in October 2025. This development includes various single-family products (larger lots, smaller lots, townhomes, duplexes, alley load). The parcel for annexation is zoned R2, but the overall planned development includes R2, R3, R4, and R5 zoning districts. A fiscal analysis is complete, and a public hearing is requested for August 11th, 2026.
