Norwok, De Moine, and Warren County to Share Costs for Southwest 28th Street Repair; Embargo Plan Dies

There was significant public comment regarding the proposed weight limit and the suitability of a chip seal for the existing traffic. The council ultimately did not approve the resolution, and the related embargo ordinance also died for lack of a motion.
Norwok Considers Citywide Amendment for Rebuilding Detached Garages on Residential Lots
The council considered an amendment to the Norwok zoning ordinance regarding the reconstruction of non-conforming structures on residential lots. This amendment aims to allow for the rebuilding of detached garages with their original footprint if destroyed, expanding on a previous amendment that was limited to specific plats. Norwok Adopts Sweeping E-bike and PTD Ordinance, Sets Age Limits and Helmet Requirements
The council discussed and ultimately voted to approve the second reading of an ordinance amending Chapter 76 of the Norwok Municipal Code regarding bicycle regulations and personal transportation devices (PTDs). Key changes included: setting the age for operating motorized devices to 12 years old (with parental supervision exceptions), establishing a responsible individual age of 16 for supervision, allowing Class 3 electric bicycles on trails and sidewalks with a 20 mph speed limit and state-mandated speedometer requirement, clarifying definitions of 'emoto', prohibiting PTDs on sidewalks directly abutting businesses, and requiring headlights/taillights or reflectors during dark hours. The council also debated and ultimately approved a helmet requirement for individuals aged 14 and under on bicycles, e-bikes, and other PTDs.
Norwok Endorses Application for RISE Grant to Fund Delaware Street Extension Project
The council approved a resolution endorsing an application to the Iowa Department of Transportation for funding through the Revitalize Iowa's Sound Economy (RISE) Program for the Delaware Street Extension Project. TRACT will pay for half of the paving project, and the RISE grant will cover the other half. This project continues the planned paving of Delaware Street westwards as development occurs, following a previous RISE grant used for the section near Michael Foods and Windsor Windows.
