Oakland Planning Commission Holds Scoping Meeting for General Plan Update EIR

The Planning Commission received public comment on the Notice of Preparation for an Environmental Impact Report (EIR) for Phase II of the Oakland 2045 General Plan updates. This phase includes updates to the Land Use and Transportation Element (LOOT), Estuary Policy Plan (EPP) which will be incorporated into the LOOT, Open Space Conservation and Recreation Element (OSCAR), Noise Element, and the creation of a new Infrastructure and Capital Facilities Element. The public hearing focused on the scope and content of the environmental analysis to be included in the EIR. The comment period for the NOP will remain open until August 3rd, 2026. Commissioners provided feedback on potential impacts to be studied, including park access equity, cumulative pollution burdens, prioritization of historical infrastructure deficits, preservation of historical and cultural resources, health risk assessments, and urban heat island effects. Concerns were raised about the potential for development to negatively impact neighborhood character, historical resources, and the equitable distribution of green spaces. The timeline for future public review of draft elements and the draft EIR was discussed, with a recommendation for a longer comment period for the draft EIR.
