The city administrator clarified that the city's budget is not an appropriation budget like the federal government's, and that unused funds do not disappear at year-end but are saved for capital projects and emergencies. She also noted that enterprise services like water and sewer constitute a significant portion of the budget, and that the $9 million estimate for water meter replacement was a gross overestimate, with the actual project value being around $3 million.
Public Comments Highlight Concerns on Spending, Election Security, and Local Services
During public comments, citizens raised concerns and suggestions regarding city spending, election integrity, and the closure of local occupational health services. Barney Miller suggested implementing a city-wide employee suggestion program, similar to the Air Force's, to identify cost savings. Doug Gaines advocated for a transition to hand-counted paper ballots to ensure election security and integrity, citing federal intelligence reports. Melissa Hunter expressed concern over the impending closure of HSHS Occupational Health services, impacting city contracts for essential employee physicals and seeking council support for a transition plan.
City Council Approves Multiple Development and Land Use Ordinances
The city council approved on second reading several ordinances related to land use and development. These included a mixed-use development for Central Park Phase 2, the annexation of approximately 40.02 acres at the existing Windsor Creek subdivision, an amendment to the O'Fallon future land use map for 1.01 acres at 115 Orchard Street, and a single-family residence dwelling district at the same address. Additionally, a residential subdivision for Windsor Creek Phase 6 was approved, and chapters 30, 31, and 32 of the O'Fallon City Code of Ordinances were amended.
