Ottawa Council Discusses Housing Rehabilitation Grant and Capital Improvement Needs
During a public hearing, Connie Buchanan from the North Central Illinois Council of Governments (NCICG) presented the City of Ottawa's plans to apply for an $800,000 Community Development Block Grant (CDBG) for housing rehabilitation. The grant aims to help approximately 10 low-to-moderate income homeowners repair their single-family homes, addressing health and safety issues. The application process involves citizen input, and the city has conducted surveys to demonstrate community interest. The grant is competitive, and the city is applying citywide this year, prioritizing seniors, individuals with disabilities, and very low-income residents. The city also presented a prioritized list of capital improvement needs, including sewer upgrades, water main replacements, erosion control, street maintenance, fire stations, and a downtown parking garage, totaling over $60 million. Several commissioners expressed strong support for the housing rehabilitation grant, highlighting its direct benefit to residents and its success in previous rounds.
City of Ottawa Seeks $800,000 Grant for Home Rehabilitation Program
The City of Ottawa is applying for an $800,000 Community Development Block Grant (CDBG) from the Department of Commerce and Economic Opportunity (DCEO) to rehabilitate approximately 10 owner-occupied single-family homes within the city's municipal limits. The grant funds will cover construction, administration, and supervision costs. Each eligible home can receive up to $70,000 for repairs, addressing deficiencies that threaten health and safety. The city will also contribute $20,000 from its general corporate fund. This is the third round of this grant for the city, and the application will be submitted on August 27th. If awarded, announcements are expected in 6 to 8 months, after which homeowners can submit actual applications. The program specifically targets single-family, owner-occupied homes to allow residents to age in place and preserve housing stock, and is based on state rules. Funds are provided by the US Department of Housing and Urban Development (HUD).
City of Ottawa Approves Wastewater Treatment Plant Loan Agreement and Commits Funds for Housing Grant
Mayor Hasty presented a resolution authorizing the execution of a second loan agreement between the City of Ottawa and the Illinois EPA for the new wastewater treatment plant. Commissioner Baron noted this is the second half of the loan for the plant, and the agreement is being placed on file for approval. The Mayor also moved to adopt a resolution supporting and committing $20,000 in local funds for the Community Development Block Grant (CDBG) program. Additionally, Mayor Hasty proposed adopting the 2027 through 2029 Local Administrative Policy and Procedures Manual for the Housing Rehabilitation Plan.
