City Council Considers Funding for Central States Little League Tournament
The City Council discussed the Central States Little League Senior Regional Tournament, which has been hosted in Peru for 40 years. Rob Roupert, representing District 20 Little League Baseball, requested a city donation of $5,000 to help offset costs for housing and uniforms for volunteer umpires. City Council Approves Variances, Rezoning, and Property Foreclosure Agreement

They also accepted minutes from another hearing concerning property at 1420 Poria Street, followed by an ordinance rezoning that property. Additionally, an ordinance was passed to authorize the execution of an agreement for deed in lieu of foreclosure for 1703 Pike Street, addressing long-standing property maintenance issues and aiming to return the property to the tax rolls. The council also reviewed communications and petitions, referring a request for a special use and variance for a fiber hut at 1226 Poria Street to the planning and zoning commission, and a petition for annexation and zoning to the same commission. Permissions were granted for street closures for the Horizon House steak fry and a block party, and for a street closure on 11th Street for an event.
Council advocates for increased transparency in code enforcement and property matters
During the meeting, a request was made to include resolution sheets from adjudication hearings with activity reports provided to city council members. This is intended to improve follow-up on code enforcement complaints by providing the final resolution of cases. Council members agreed this would enhance transparency and better inform their oversight of city matters. The City Attorney's office presented several ordinances and minutes related to zoning, variances, and property agreements, including an ordinance for an agreement in lieu of foreclosure for 1703 Pike Street, which was explained in detail to address public misinformation on social media.

The City Council approved several financial items. They approved paying bills totaling $2,472,153. The Public Services Committee motioned to approve a proposal from Leginsky Cement Finishing for $9,425 to pour footings for two Calariums, noting a 24-42 week turnaround time for the materials. They also authorized the purchase of a 2026 JDX754 series tractor with a mower deck from Heritage Tractor for $103,500. The council approved a proposal from Augustinia Construction LLC for the Centennial Park bathroom, with a timeline of 4-6 weeks for completion, noting that $15,000 of the cost is covered by insurance. The Public Works Committee motioned to award the 2026 street maintenance program to Advanced Asphalt for $550,068.50, which was over the engineer's estimate but recommended for approval.
Residents voice concerns over flooding and drainage issues
Residents expressed significant concerns about flooding and water management during public comment. A resident from Becker Drive described experiencing knee-deep water on their street during a recent heavy rainfall, with cars driving through it, causing fear and concern. Another resident from 12th Street detailed ongoing issues with water problems over 53 years, specifically questioning the management and discharge of gutters and downspouts. City staff explained that there are regulations regarding gutter discharge and connections to storm sewer systems, not sanitary sewer systems, and committed to investigating specific addresses and issues reported by residents, emphasizing the need for transparency and prompt action. The extreme rainfall event, with four inches in approximately 70 minutes, was acknowledged as a major contributing factor to the widespread flooding, including manhole covers dislodging on Water Street and areas like Spring Creek front nine being underwater.
