The council also approved a utility write-off for three accounts, including one for a deceased individual without an estate and two for HOAs with no board or funds, acknowledging that these amounts are unlikely to be collected but may be pursued if the HOAs re-establish themselves.
Post Falls Council Reassures Public on Historic Landmark Preservation, Addresses Manhole Cover Concerns
Mayor and council members addressed concerns raised by a citizen regarding the perceived threat to historical landmarks, specifically the Chapen building and the water tower. They clarified that there have never been any discussions or proposals to tear down these buildings. The council affirmed their commitment to preserving these historical landmarks and making them central to the downtown area. Additionally, a council member reported a citizen complaint about the condition of manhole covers on Idaho Street, Spokane Street, and Seltice Way, noting that they are uneven and create a jarring experience for drivers, likening them to dodging potholes. Public Works Director John Beach stated that the city relies on citizen reports for such issues and encourages residents to report any problems with manhole covers for assessment and potential repair, noting that raised manholes are also a concern for snow plowing.
Sewer Project at Pole Line and Highway 41 to Utilize Night Work to Minimize Traffic Disruptions
The council approved a contract amendment for additional services related to the Pole Line and Highway 41 gravity sewer contract. The amendment increases the contract with Ardura by approximately $16,000 to cover supporting services for nighttime and weekend work, which is intended to expedite construction by allowing contractors to work more freely in the intersection of Highway 41 and Pole Line Avenue. This nighttime work will reduce daytime traffic impacts, with two of the four northbound lanes restored to traffic during the day. The contractor has agreed to a deduct to offset the additional costs, resulting in a net zero change in cost to the project. Construction is expected to begin August 3rd for the first two weeks, with the project completion slated for the end of September. The project aims to replace an existing gravity sewer line to address surcharge issues and involves work at Highway 41 and Pole Line, 12th Avenue, and manhole adjustments on Highway 41.
Post Falls Council Schedules Budget Workshop for August 11th
The city council discussed scheduling a longer budget workshop. Due to the public hearing for the budget being set for August 18th, potential dates were narrowed down to the weeks of August 3rd-7th or August 10th-14th. Several council members expressed scheduling conflicts, but ultimately agreed on Tuesday, August 11th, from 5:00 PM to 7:00 PM for the budget workshop. Post Falls Council Vacates Milworks Rights-of-Way and Approves Subdivision Plats
The council approved the Milworks vacation ordinance (VAC26-1) on its first and only reading. This ordinance pertains to the vacation of three rights-of-way located in the southeast quarter of the northeast quarter of section 3, township 50 north, range 5 west, Boise Meridian, city of Post Falls, Kootenai County. The ordinance includes provisions for the disposition of these rights-of-way, repeal of conflicting ordinances, severability, and an effective date. The council also approved the consent calendar, which included the Holstein Avenue rights of way dedication to the city of Post Falls, the Northplace East fifth edition subdivision construction improvement agreement, and the Ironvale subdivision final plat.
