Prosper Approves $41 Million in General Obligation Bonds for Park and Transportation Projects
The Prosper Town Council authorized the issuance and sale of Town of Prosper Texas General Obligation Refunding and Improvement Bonds Series 2026. This ordinance sets guidelines for staff to execute the sale of bonds totaling $41 million, comprising $31 million in new money (authorized by the 2020 bond election) and approximately $10 million in refunding. Key parameters include a true interest cost of 5% or less (expected closer to 4%), a 20-year term for new money, and a 10-year term for refunding. The refunding is expected to achieve at least a 3% savings, and the issuance will not increase the current debt service rate. Funds from the new money bonds will be allocated to Frontier Park improvements (a portion of a larger project) and various streets and transportation projects previously approved in the 2020 bond authorization. Remaining authorization after this issuance is approximately $3.2 million for Frontier Park and around $60 million for roads. The motion to adopt the ordinance passed unanimously.

Prosper Announces Upcoming Traffic Detours and Closures for First Street Project
The town council received an update on the First Street project, detailing upcoming traffic disruptions for waterline installations and storm sewer work. From July 14th to July 20th (seven days), a section of First Street between Main Street and Church Street will be detoured via Church Street, Broadway, and Main Street for waterline installations. Coleman Street will remain open. Additionally, a weekend closure is scheduled for July 31st to August 3rd on the northbound service road of the tollway, between north of First Street and Safety Way, for underground storm sewer work. A third closure, involving the Burlington North Santa Fe Railroad for panel work at the railroad crossing on First Street, is tentatively scheduled for late August or early September, requiring approximately three days. Efforts are being made to mitigate the impact of these closures, especially before school starts on August 11th. Social media and message boards are being used to inform the public about these necessary but potentially disruptive improvements.
Prosper Downtown Committee Approves Tree Removal for Plaza Versatility, Plans Design Charrette
