Raymore City Council Reviews Justice Center Design, Discusses Bond Issue Timing, and Charter Review Commission Appointments

The Raymore City Council received an update on the final report for the Justice Center concept design. The report, spanning 61 pages, details changes made since the previous work session in response to council and community feedback. Key modifications include the elimination of the north drive on the site plan for increased flexibility and cost balancing, and the relocation of the vehicle exam bay to combine functionality with the IT vehicle bay. Floor plan changes include adjusting the sally port flow for better security, adding toilet/locker rooms for the fitness area, and eliminating a second elevator. The second floor has seen improvements to the courtroom flow, relocation of the catering kitchen, and the addition of a defense attorney room for client interaction. The report also addresses cost estimates, with a square footage of 40,282 for the main building at a per-square-foot price ranging from $759.92 to $759.92, including site and construction costs, as well as soft costs. Financing options were discussed, with potential bond issue capacities of over $31 million if SB3 is in effect, and over $40 million if SB3 is not. The council also debated the timing for a potential bond issue, considering November 3rd, 2026, February 2nd, 2027, and April 6th, 2027, with discussions leaning towards the April ballot to allow for sufficient public education and a unified council front. Ongoing operational costs were not yet available. The city also discussed the process for selecting members for the third Charter Review Commission, with nominations narrowing down candidates for future consideration.
