The report also addresses cost estimates, with a square footage of 40,282 for the main building at a per-square-foot price ranging from $759.92 to $759.92, including site and construction costs, as well as soft costs. Financing options were discussed, with potential bond issue capacities of over $31 million if SB3 is in effect, and over $40 million if SB3 is not. The council also debated the timing for a potential bond issue, considering November 3rd, 2026, February 2nd, 2027, and April 6th, 2027, with discussions leaning towards the April ballot to allow for sufficient public education and a unified council front. Ongoing operational costs were not yet available. The city also discussed the process for selecting members for the third Charter Review Commission, with nominations narrowing down candidates for future consideration.
