Despite support for the SID's potential, one council member voted against the budget due to concerns about special assessments, particularly for non-profits, and a belief that amendments were needed. The council also addressed resident questions about parking on bike lanes during road paving projects, clarifying that parking restrictions were not implemented in Phase 1 due to public concern, but Phase 2 will have bike lanes outside the parking lane.
Village Council Approves Multiple Contracts for Utility Improvements and Infrastructure Projects
Several resolutions were passed regarding utility improvements. These include awarding contracts for various services for the Hawk company equipment, professional services for hydraulic modeling and energy consulting for remote net metering projects, and authorization for shared services agreements for paving with Midland Park. Additionally, contracts were approved for water main replacements and engineering services for lead service line replacement. The acceptance of project completion for the ravine POS treatment facility and the west Glenn Booster Station was also noted.
Warner Theater Renovation Project Update: Grant Funding Critical for $90 Million Project
Mayor Vanos provided an update on the Warner Theater renovation project. The project's purchase price is approximately $2.6 million, with an initial option payment of $250,000. The village would be reimbursed if a grant from the NJ Economic Development Authority (NJEDA) is secured. The estimated renovation cost is $90 million, with a maximum grant application of $75 million (80% of the cost) through the CAFA program. The remaining balance would be raised through private donations. The project's success hinges on securing the grant and partnering with an existing performing arts company.
Village Council Introduces Ordinances on Traffic, Equipment, Snow Removal, Valet Parking, and Institutional Uses
Several ordinances related to village code amendments were introduced on first reading. These include amendments to chapter 265 (Vehicles and Traffic) concerning reserved parking spaces, chapter 222 concerning power tools and landscaping equipment, chapter 249 (Streets and Sidewalks) regarding ice and snow removal, and chapter 263 concerning valet parking services. Ordinance 4109, related to snow removal, saw a discussion about changing the word 'situate' to 'located' for clarity, which was approved. Ordinance 4099, concerning conditional use standards for institutional uses, was moved to second reading after discussion about expanding its scope.
New Police Officers Sworn In, Officer of the Year Announced
Three new police officers were sworn in: David D. Nicola, John Riker, and Brian Scatini. Officer William Malone was recognized as Officer of the Year for his exceptional community policing efforts and dedication. The department has now reached its target rank of 49 officers.
