Recruitment continues for certified police officers, a narcotics investigator, and a fleet mechanic. The city has significantly improved its turnover rate, which dropped from 44% in mid-2023 to 5.26% in the first six months of 2026, well below the National League of Cities' recommended threshold of 10%. This improvement is attributed to various factors including budgeting for cost of living adjustments and a collaborative effort across departments. The city plans to launch additional NEOG products by year-end for operational efficiency and will be implementing governmentjob.com for online applications.
Regional Transportation Priorities Identified, Including Key Corridor Improvements in Roanoke Rapids
Staff participated in a Peanut Belt Rural Planning Organization (RPO) meeting to establish regional transportation priorities. Three corridor projects in Roanoke Rapids were recommended as high priority: US 158 and Old Farm Road, US 158 and Smith Church Road, and US 158 corridor from NC 125 to Country Club Road (in collaboration with Weldon). These improvements may include complete streets, sidewalks, multi-use paths, and safety enhancements. Staff also submitted recommendations to NC DOT emphasizing multimodal transportation, pedestrian safety, and minimizing impacts to businesses and property owners.
Parks and Recreation Reports High Participation in Youth Programs, Camps, and Adult Activities
The Parks and Recreation department reported on the completion of spring sports, the ongoing fall sports season, and participation in various camps. A record number of surveys (91) indicated strong interest in youth girls volleyball, with plans to start a league. Pickleball courts are popular, and a tournament is planned. The TJ Davis Recreation Center hosted 12 camps with 252 children registered, an increase from last year. The library's summer learning program saw 81 children participate, logging over 24,000 minutes of reading. The senior center offers various classes and distributed 33 box fans.
City Included in NC CPACE Program to Boost Commercial Property Improvements
The city is being included in the North Carolina Commercial Property Assessed Capital Expenditure (CPACE) program, a tool to improve qualifying commercial properties through financing for energy efficiency, renewable energy, water conservation, resiliency, and safe drinking water infrastructure. The program allows borrowing up to 35% of property value and is initiated voluntarily by property owners, with limited administrative burden on the county or city.
