Donation Station Kicks Off 'Stuff the Bus' Campaign for Students
Stephanie Current, representing Donation Station, a 501c3 nonprofit run by volunteers, provided an update on their 'Stuff the Bus' campaign. The organization collects school supplies for students in need from preschool through college. They recently held a successful block party event and will be collecting donations outside Walmart. Upcoming distribution dates are scheduled for Green River and Rock Springs, with a special day for teachers to acquire needed supplies. Last year, they assisted 450 students, and they are seeking monetary donations and volunteers.
City Forms Committee to Review and Revise Zoning Ordinances for Development
Councilor Zotti discussed a building committee meeting where a committee of residents and business owners was formed to review and recommend changes to the planning and zoning ordinance to spur development. These recommendations will go through planning and zoning and then to the council for final review. Preliminary reviews suggest these changes could have a significant impact on promoting growth and reducing costs for developers. Gary Gee also raised concerns about ordinance changes and fees during public comment.
City Approves Spyglass Snapshot Audit Agreement
Resolution 2026-99 was approved, accepting and approving a Spyglass Snapshot Audit Agreement between the City of Rock Springs and The Spyglass Group LLC. The mayor and city clerk were authorized to execute the agreement. Councilor Aggersson moved to approve, seconded by Councilor Deems. The motion carried unanimously.
Rock Springs Housing Authority Adopts AI Usage Policy
Resolution 2026-95, concerning an official artificial intelligence usage policy for the Rock Springs Housing Authority, was discussed. Councilor Zotti clarified that the policy outlines proper use and non-abuse of AI tools, prohibiting personal identifiable information and ensuring human review of tenant screenings to prevent discrimination. The policy specifies approved AI tools and requires IT approval for any downloads. The policy was developed following HUD guidance to address potential fair housing compliance issues related to AI. The motion to approve the resolution carried with Councilors Petrie and Thompson abstaining.
Council Unanimously Approves Consent Agenda Items
The council unanimously approved the consent agenda, which included city council meeting minutes from July 7th, 2026, health insurance fund recap from June 2026, financial report summary from May 2026, parks and recreation monthly report of June 2026, urban renewal agency monthly reports from May and June 2026, Rock Springs renewal fund financial statements from April and May 2026, and specific purpose tax board meeting minutes of July 9th, 2026. A motion to approve was made by Councilor Thompson and seconded by Councilor Zotti.
