Staff presented that the BOAA acted within its authority, supported by evidence, and that its decision was not arbitrary or contrary to law. The council ultimately voted to uphold the BOAA's decision, approving the permit for the dog daycare and boarding business.
Shakopee City Council Revokes Baymont Hotel License Amid Safety Concerns
The City Council heard an appeal regarding the revocation of a hotel license for the American Group of Properties LLC Baymont Hotel. The hotel's license was revoked due to numerous concerns including management practices, public safety issues, frequent police calls, disturbances, criminal activity, and fire/life safety concerns. Police records documented 84 incidents between 2025 and 2026, including assaults, threats, and a significant incident involving two deceased individuals after a party and another large event that resulted in threats of gang violence and assaults. The hotel ownership presented a proposal for a conditional license, including restructuring operations and providing an escrow account for oversight costs, and stated they would accept a license prohibiting 100% buyouts of the hotel. The council debated the proposal, with some members expressing concerns about the hotel's management and the city potentially taking on too much oversight. Ultimately, the council voted to revoke the hotel license.
Advocate Urges Shakopee to Foster Welcoming Environment for LGBTQ+ Youth
During the public comment section, Michelle Gunderson Barr spoke about the importance of creating a welcoming and affirming community for LGBTQ+ youth. She highlighted that nearly 40% of queer youth contemplate suicide and that community support can halve this rate. She emphasized that community support can be demonstrated through public comments from leadership, pride flags, pride stickers, and investing in future generations. She urged city leadership to personally, privately, and professionally support the LGBTQ+ community. Scott County Pride team is planning for 2027 and has found their events to be much needed. She stressed that negative public comments about the queer community are seen and matter, and urged Shakopee to lead with love, inclusion, and fairness.
Shakopee Residents Voice Concerns Over Data Center Water Usage and Power Grid Strain
Residents expressed concerns regarding data center developments, citing massive water usage, noise pollution, strain on the local power grid, and potential impacts on wildlife conservation areas. One speaker proposed a 'data center mortuarium' due to the high electricity demand of GPU-based data centers used for AI training, the potential for increased electric bills from necessary infrastructure upgrades, and the water contamination risks associated with closed-loop cooling systems where blowdown water containing chemicals can enter aquifers and rivers, overwhelming water treatment facilities. Another resident voiced concerns about the data center's proximity to a nature conservation area and a residential neighborhood. City staff clarified that existing data centers are 10-megawatt each with closed-loop systems that do not use groundwater for cooling. A proposed 50-megawatt facility (25 MW Phase 1, 25 MW Phase 2 in 2028) was also discussed, with staff confirming it would also be a closed-loop system. Staff also explained that the city council cannot stop businesses from locating in properly zoned industrial areas, and that Shakopee has only two small industrial areas suitable for data centers, with this being the third. A workshop on data centers was proposed to educate the community, staff, and council on different types and their implications.
