Shoreview Residents Voice Strong Concerns Over Hillview Business Park Development Impacts
During public comments, residents expressed significant concerns about the proposed Hillview Business Park development, which is located in Arden Hills but will impact Shoreview residents. Concerns include increased traffic, truck noise, light pollution, air quality, and effects on natural resources, including wildlife and wetlands. Specific mention was made of osprey nests near the work area. Residents urged the City of Shoreview to advocate for a thorough environmental review, comprehensive traffic analysis, strong wildlife protections, and ongoing communication. One resident presented documented evidence of alleged violations of an environmental covenant by the developer regarding earthwork and toxic dust migration, calling for a freeze on demolition and excavation permits until the Environmental Impact Statement (EIS) is complete. Residents emphasized the importance of protecting Shoreview's natural spaces.
Shoreview Council Approves Nuisance Abatements for Tall Grass and Weeds
The City Council considered and approved two separate nuisance abatement actions related to overgrown vegetation. The first case involved 715 Emo Avenue, where property maintenance violations, including grass exceeding nine inches and significant weeds, have persisted. The property owner has experienced past issues and health problems. The second case was for 1649 Hillview Road, also cited for tall grass and weeds. Although the owner indicated a family member might address the issue, the council adopted resolutions 2660 and 2661 to authorize the city to abate the nuisance conditions at both properties. These abatements include administrative costs billed to the property owners, and the city manager is authorized to monitor and abate further growth through the 2027 growing season. The council also confirmed that if the property owners rectify the issues, the city will not proceed with abatement costs.
Shoreview Public Comments Cover Safety Cameras, Development Impacts, and Property Maintenance
Residents speaking during public comments shared their experiences and concerns regarding various community matters. One resident inquired about the Flock Safety cameras, expressing concern due to the company's association with Peter Thiel and Jeffrey Epstein. Another resident, after attending a meeting about the Hillview project, suggested the city create a dedicated webpage for development information. Several residents expressed significant concerns about the proposed Hillview Business Park, detailing potential impacts on traffic, noise, air quality, and natural resources, and urging the city to advocate for Shoreview residents in the review process. The homeowner of 4835 Nottingham Place detailed extensive personal challenges and efforts made to resolve a long-standing garage construction issue. Residents also discussed tall grass and weed abatements at two properties, 715 Emo Avenue and 1649 Hillview Road, with the council ultimately voting to proceed with abatements if the conditions are not rectified.
Shoreview Council Tables Nuisance Abatement Decision for Property at 4835 Nottingham Place
The City Council considered an abatement hearing for a nuisance at 4835 Nottingham Place, concerning a detached garage that was constructed without the required conversion of the existing attached garage to livable space. This violation of city code 107-67 has been ongoing since January 2020. After multiple notices and an expired permit, the council debated the remedy, with staff recommending the removal of the detached garage. The council ultimately decided to table the decision to the next meeting on August 3rd to allow for clarification of the abatement language, specifically whether to focus on completing the attached garage conversion or removing the detached garage. The property owner expressed confusion but committed to obtaining a new permit and working towards a resolution. The council is looking to refine the resolution language to specify the abatement method.
