City Center Plan Nearing Adoption Phase
The city is progressing with its City Center Plan, which has been a significant focus throughout the year. The latest major milestone was a joint session with the Planning Commission and City Council on July 9th. The finalized concept plan, developed by consultants, includes recommendations for building massings, designs, stepbacks, and code updates to align with the vision. Key features of the plan include a public plaza for markets and outdoor dining, anchor shops and restaurants, a walkable Kilo street designed to direct people to the plaza, and mixed-use development. The adoption process will proceed with a public hearing and recommendation from the Planning Commission on August 13th, followed by a presentation to the City Council in September.
Weaver School District Agreement for School Resource Officer Approved
The council is considering a resolution approving an agreement with the Weaver School District for a school resource officer. The agreement outlines a phased reimbursement plan where the district will increase its contribution towards the officer's salary and benefits over five years, starting at 80% and reaching 100%. The responsibilities of the school resource officer include acting as a deterrent, assisting school administrators, and helping to determine if incidents should be handled administratively or by law enforcement. This agreement maintains existing officer positions and adds one to Ogden Valley's Snow Crest school. The contract details are extensive, covering various aspects of the officer's role and coverage.
City Council Reviews Strategic Plan: Focus on Infrastructure and Street Improvements
The city is updating its strategic plan, with a focus on infrastructure, specifically street maintenance and improvements. Resident satisfaction with street quality has improved significantly since 2017, largely due to increased council allocation of funds for street maintenance. An annual budget of up to $1.3 million is allocated for street and infrastructure upkeep. Current projects include work on Chimes View, which is on schedule with underground utilities completed and curb and gutter installation beginning. Adams Avenue is undergoing storm drain work and water line repairs, with a change order being processed to complete the full road overlay, potentially with cost-sharing from the Wasatch Front Regional Council. A new traffic signal is being installed at Madison and 40th Street to improve traffic flow and safety, with property acquisition and coordination with the power company being addressed. Meadows Park improvements are underway, with infrastructure such as parking, restrooms, and storm drains being installed, and a bid is expected in August or September.
