Town of Southeast, N.Y. Town Board Meeting July 23, 2026
Published: Jul 23, 2026
Town Expresses Concerns Over Agricultural District Inclusions Impacting Code Enforcement
Councilman Larko raised concerns regarding properties being included in agricultural districts and their potential impact on the town's ability to enforce local laws. He noted that the town has experienced situations where inclusion in an agricultural district has seemingly limited code enforcement capabilities, despite the Agricultural Review Board stating otherwise. The town has repeatedly invited the Agricultural Review Board to discuss these issues, but they have not yet attended. The town's request is for neighboring properties to be notified when an agricultural district application is made, similar to subdivision or pool installation processes.
Town Debates Food Truck Inspection Law, Considers Fee Structure
The town board discussed the implementation of a food truck inspection law, specifically regarding fire inspections. While acknowledging conflicting information received from various sources, the board leaned towards the Association of Towns' conservative approach, suggesting it is the town's obligation to conduct these inspections. The proposed fee structure includes a $50 fee for inspections conducted on non-business days (weekends or after hours) for one-day permits, which can be waived if the food truck schedules an inspection during regular business hours for an annual license. The board also debated the necessity and fairness of this law, especially for one-day permits, and decided to seek further clarification from the Department of State before finalizing any changes.
Town Board Approves Tax Adjustments, Bond Releases, Grant Support, and Intermunicipal Agreements
The town board reviewed and approved various resolutions. These included adjusting base proportions for real property tax assessment, releasing performance and maintenance bonds for the Voles Cloverleaf Project, and supporting the Cultural Arts Coalition's grant application for Old Town Hall improvements. An intermunicipal agreement with the Village of Brewster for uniformed court officers was authorized. The board also approved the submission of a grant application for the Spring House Water District Improvement Project and set a public hearing date for the Verizon franchise agreement. Finally, a special event permit application for the Cultural Arts Coalition was authorized.
Town Endorses Grant Application for Old Town Hall Improvements
The town board passed a resolution supporting the Cultural Arts Coalition's application for a New York Main Street Downtown Anchor Project grant. This grant will fund improvements to the Old Town Hall building located at 67 Main Street, Brewster. The town, as the owner of the building, endorses the coalition's application for grant assistance in restoring and improving the facility.
Town Considers Land Transfer or Easement for Argonne Road Parcel
The town board discussed a potential land transfer or easement agreement concerning a parcel of land on Argonne Road, identified as Tax Map ID 68.5-2-19, which appears to be a former town roadbed. The current owner of the adjacent property, Wilkins (who sells ATVs, UTVs, and jet skis), wishes to expand their operations and potentially purchase or use a portion of this town-owned land for parking. Concerns were raised about the complexity of formally abandoning and transferring the roadbed, potential liability, and the need for maintenance. The board considered a solution similar to the 'glass building' scenario, where the town grants an easement for use and maintenance, which is seen as simpler than a full land transfer. Further research is required to compare the feasibility and implications of both options.
