City Council Denies Variance Appeal for Sober House at Farrington Street
The City Council considered an appeal from Stronger Sober House regarding the denial of a variance to establish an 11-resident supportive housing facility at 519 Farrington Street. Similar to a previous case, the denial was based on zoning code violations, including exceeding occupancy limits (approved for 7 residents, seeking 11) and proximity to other supportive housing facilities (one located 736 feet away, while the code requires 1010 or 20 feet). Staff and the Board of Zoning Appeals recommended denial based on findings that the variance was not necessary for general purposes, no practical difficulties existed, the plight was not unique to the landowner, and granting it would alter neighborhood character by creating a cluster. The council denied the appeal.
City Council Considers Eliminating Youth Minimum Wage Exception
The City Council considered an ordinance to eliminate the provisional 90-day minimum wage rate for workers aged 14-17 in Saint Paul. Currently, these youth workers receive 85% of the small business minimum wage rate for their first 90 days. The proposal aims to remove this exception, meaning all workers, regardless of age, would receive the full city minimum wage from the start of their employment, except for those in approved youth-focused training programs. This change aligns Saint Paul with Minneapolis and the state of Minnesota, which also have provisions for youth wages or training programs. The ordinance was laid over for further consideration.
