CDE TIMSO Outlines CSI, TSI, ATSI Monitoring and SSI Instrument Requirements for LEAs

The California Department of Education's Title I Monitoring and Support Office (TIMSO) presented information on how Local Education Agencies (LEAs) are monitored for schools identified for Comprehensive Support and Improvement (CSI), Targeted Support and Improvement (TSI), and Additional Targeted Support and Improvement (ATSI) during the Federal Program Monitoring (FPM) process. The presentation detailed the School Support and Improvement (SSI) instrument, including requirements, evidence needed, and common reasons for findings related to SSI-01 (School Site Activities), SSI-02 (Allocations and Reporting), SSI-03 (Allowable Use of Funds), SSI-04 (Supplement Not Supplant), SSI-05 (Administrative Charges, Time and Effort), and SSI-06 (Equipment Inventory). LEAs participating in the FPM process in 2026-2027 will have their review include an SSI review if they have schools identified for CSI, TSI, or ATSI, in addition to the Compensatory Education (CE) instrument if applicable. The presentation emphasized the importance of developing and implementing CSI, TSI, or ATSI plans locally, involving educational partners, and ensuring these plans are informed by all indicators and include evidence-based interventions. For CSI funds, plans must be based on a school-level needs assessment, identify resource inequities, and be approved by the school, LEA, and state educational agency. TSI and ATSI plans have similar requirements, with ATSI plans also needing to identify resource inequities, and both requiring LEA approval and monitoring. Evidence submission for the 2025-2026 school year will be reviewed. LEAs were encouraged to contact their SSI reviewer with questions about applicable items and provided contact information for TIMSO.
