City Approves Agreements with IMPC for Decommissioned Transmission Line

The commission approved two agreements with Indiana Michigan Power Company (IMPC) related to the decommissioning of a 69 KV transmission line. The first agreement, a rider to a bill of sale, allows the city to purchase the line and grants IMPC the use of attached fiber for up to 5 years until relocation, with responsibilities for maintenance outlined. The second agreement, a partial assignment and assumption of easements, allows the city to assume easements from property owners along the line and permits IMPC to install new underground fiber. The line will feed the new State Line substation. Staff noted the fiber's potential future use for the city, though its current use is for communication between IMPC and the Cook nuclear plant.

The budget also reflects impacts from storm damage and changes in state funding for streets. Capital projects include South Lake View improvements, Sturgis Young Center roof repairs, and electric department upgrades. Adjustments were made to the ambulance fund due to hospital closure, with increased staffing and general fund transfers. Local Issues Raised: Speeding, Fencing, Storm Cleanup, and Cameras

During the commissioner and staff comments, several local issues were raised. Residents of North Ohio Court requested speed bumps due to speeding cars using the area as a racetrack. A resident at 209 Grove Street seeks a permit for a fence to ensure his children's safety, especially as a corner lot resident facing issues with speeding cars and potential crime on West Congress Street. Concerns were also voiced about the pace of storm cleanup and the need for more frequent communication regarding the process. A discussion also occurred regarding the removal of plot cameras if the associated service is not resumed.

Property Transfer from Sturgis Township to City Approved

The commission adopted a resolution for the conditional transfer of property located at 26846 Stateline Road from Sturgis Township to the City of Sturgis. This transfer allows the property to come under the full jurisdiction of the city at the owner's request. The agreement and amendment with the township were previously approved, and this action pertains to the EDC's request for transfer and the evidence of property transfer. The property is a small parcel on or near State Line Road, adjacent to larger city-owned parcels for the industrial park.
