City Council Approves Design-Build Agreement for Regional Transit Center Parking Structure
The City Council is considering awarding a design-build agreement for the Torrance Regional Transit Center parking structure project to McCarthy Building Companies, Inc. for $32,662,154, plus a 10% contingency. The project includes a four-story, approximately 1,000-space parking structure and surrounding surface lot. The city is also approving an amendment to the MOCA Systems agreement for owner's representative services throughout construction. The project is intended to be completed by the LA28 Olympics and is funded through Metro funds, the general fund, and the transit enterprise fund. Council Member Cartsonus expressed hope for the inclusion of rooftop solar, noting potential grants.
Torrance Refining Company to Test Community Alert Sirens on August 5th
The Torrance Refining Company will conduct a monthly test of its community alert sirens on Wednesday, August 5th, at 11:30 a.m. The test will consist of a one-minute all-clear chime, followed by a two-minute siren, and another minute of all-clear chimes, not exceeding five minutes total. Residents are reminded that during an actual emergency, they should shelter, shut, and listen for instructions via local media, social media, or the Torrance Alert app. If driving, they should close windows and vents, set air conditioning to recirculate, and tune to 1620 a.m. city sounds for instructions. The Fire Chief also encouraged residents and businesses to sign up for Torrance Alerts for emergency notifications.
Friends of Torrance Theater Company Donate $35,000 for "Frozen" Musical
The Friends of the Torrance Theater Company donated $35,000 to support the 2026 summer musical "Frozen," which will help cover costs for scenery, costumes, and puppet building materials. The musical is scheduled to open on August 8th, 2026, and run until August 22nd, 2026, at the James Armstrong Theater. VIP packages are also available for purchase, including a royal coronation ceremony, welcome station, and family photo experiences.
City Council Confirms Appointments to Regional Boards and Agencies
The City Council confirmed appointments to various outside regional boards and agencies, with Mayor Sharon Colani serving as the primary member for several key organizations, including the Independent Cities Association, League of California Cities, National League of Cities, SCAG, and US Conference of Mayors. Council Member David Garson was appointed as an alternate for the Sanitation Districts of LA County. Council Member Bam Shake will serve on the West Vector Control District, and Council Member Bridget Lewis will serve on the South Bay Cities Council of Governments. The council also approved directing the City Clerk to update the FPPC Form 806 to reflect these appointments, allowing council members to vote on their own appointments to compensated positions.
City Council Appoints Members and Chairs to Standing Committees
The City Council selected and appointed chairs and members to various standing and special committees. Council Member Shake will chair the Citizen Development and Enrichment Committee. Council Member Lewis will chair Employee Relations and Public Safety, and also serve on Community Planning and Design. Council Member Carsonus will chair Community Planning and Design and serve on Employee Relations and Public Safety. Dr. Jeremy Gerson will chair Finance and Governmental Operations and serve on Citizen Development and Enrichment and Strategic Plan committees. Council Member Lou will chair the Strategic Plan committee and serve on Finance and Governmental Operations and Transportation committees. Council Member Shake will serve on Citizen Development and Enrichment and Transportation committees. The District 4 vacancy will be filled by a future appointee for the Transportation committee chair and member roles, and as a member for Community Planning and Design and Employee Relations and Public Safety. The TUSD working group will consist of two city council members and two TUSD members.
