Tulsa City Council Reviews Floodplain Map Updates Amidst Resident Concerns
During the discussion on item 4E, a resolution adopting the February 2024 Crow Creek Swan Creek Travis Park Master Drainage Plan and changes to the City of Tulsa Regulatory Floodplain Map, several speakers voiced concerns. John Huffines prayed for wisdom and guidance for the council, linking the decision to the city's future and national impact. Aaron Griffith requested that the emergency clause not be included, citing a delay in receiving his property's base flood elevation information from 311 and expressing uncertainty about his property's impact. Griffith also called for the state legislator to expand the Oklahoma Safe Neighborhoods Act to include damages from municipalities for arbitrary or malicious floodplain map changes, referencing issues with infill development and perceived inconsistencies in the mapping (higher value homes at lower elevations being removed, lower value homes at higher elevations being included). He noted a specific lot at 2602 East 16th changed grade after receiving fill in 2018 and was rezoned for multi-family development. Councillor Dr. Wright clarified her concern was about properties being added to or removed from the floodplain, and Griffith explained that properties west of the BA being added are served by sanitary sewers, unlike areas being removed, and that these additions don't make sense given underground flood mitigation and other projects. Councillor Gilbert noted that the emergency clause was not required for 4D and 4E.
Tulsa City Council Approves Condemnation for Sanitary Sewer Improvements
The City Council approved the condemnation of property owned by Alfonso Rosas and Angelica Lopez at 1147 North College Avenue for sanitary sewer improvements near North Harvard Avenue and East Marshall Street. An emergency clause was also approved for this item. Additionally, the council authorized the condemnation of various properties owned by Oakhurst Strategies Inc. at multiple addresses on North Harvard Avenue and North Gary Place for similar sanitary sewer improvements. An emergency clause was also approved for this item. The properties are located in the Tulsa Garden Acres Edition. Mayor's items 4B and 4C were read aloud and voted on separately.
Tulsa City Council Reappoints Members to Board of Adjustment and Preservation Commission
The Tulsa City Council approved the reappointment of Whitney Stauffer to the Board of Adjustment and Susan McKee to the Tulsa Preservation Commission. John Huffines spoke in favor of these appointments, expressing gratitude to the leaders and citizens of Tulsa. The council unanimously approved both appointments.
Tulsa City Council Approves Rezoning for Church Property and Other Land Use Changes
The council considered rezoning applications. Item 5C, rezoning Z7866 from RS3 and AG to RS4 with an optional development plan for property at East 101st Street South and South Florence Avenue, was approved with an amendment restricting vehicular access to East 101st Street South to emergency vehicles only, in accordance with the International Fire Code. This property is owned by Life Tabernacle United Pentecostal Church, Inc. TMAPC recommended approval with a 10-0 vote. The council also approved items 5A through 5F, with the exception of 5C, which was approved separately. These included final plat for Battle Creek Park Phase 3, amending the comprehensive plan to change land use from multiple use to neighborhood, and several other rezoning applications (Z7862 from RS3 to CG, Z7864 from RS3 to RM3, Z7865 from OM to CS).
Tulsa City Council Honors Employees for Decades of Service
The Tulsa City Council recognized several employees for their years of service to the City of Tulsa. Captain Stephen Boyce and Edward Trice from the Police Department were honored for 30 years of service. Cindy Cantero from Water and Sewer was recognized for 25 years of service. Additional employees were acknowledged for 35, 30, 25, and 20 years of service across various departments including Asset Management, TPD, Public Works, Police, Water and Sewer, and Information and Technology. The council expressed appreciation for their hard work, dedication, and continued service to the city and its citizens.
