Council Adopts Natural Hazards Mitigation Plan Despite Doubts on Emergency Declaration

City Engineer Clarifies Role in Coastal Work Permit Process; Resolution Tabled
Regarding Resolution 2026 R-4 concerning coastal work at 5882 Lake Erie, City Engineer Howard clarified that the resolution simply indicates the city has no storm sewers or improvements in the proposed area, allowing the applicant to proceed with obtaining permits from ODNR and the Army Corps of Engineers. He noted that the state's definition of the high watermark has changed and that the applicant is proposing a sheet pile wall around an existing dock. Concerns were raised by Councilman Taft about the property line, the potential extension of Huron Street, and city liability if it's public property. The council decided to table the resolution until August 3rd to allow for further investigation into city records.
Council Adopts Ordinance on Open Meetings and Executive Sessions
Ordinance 26-39, concerning open meetings and executive sessions, was discussed. Councilman Taft proposed amendments to accurately reflect the current charter and to allow council to meet in closed executive sessions by a two-thirds vote. The discussion clarified that the mayor can participate in executive sessions unless excluded by a two-thirds council vote. The purpose statement for this ordinance was also agreed upon. The ordinance passed with the added purpose statement.

The motion was amended to include 'potential negotiation of contracts' alongside 'imminent court action'.
