Kimberly Baker Appointed to Waracres City Council Ward 4 Vacancy

The council approved awarding the contract for construction, administration, and inspection of the Waracres 2025-03 Sanitary Sewer Replacement project to Smith Robertson for an amount not to exceed $10.2 million. This project will be funded by the Clean Water State Revolving Fund (CWSRF) loan. The agreement is necessary to comply with CWSRF requirements for engineering oversight during construction and monitoring federal regulations. While much of the prior engineering was covered by a loan forgiveness program, this separate agreement is tied to the current project loan. Smith Robertson was selected through a competitive process years ago.
Waracres Pines East Lake Dam Improvements Finalized with Cost Reduction
The council approved amendment number two and change order number two for the Waracres Pines East Lake Dam and spillway improvements. This final reconciliation reduced the overall project cost from $691,493 to $674,250, with a net decrease of $17,243. The project time was extended by eight days to a total of 158 days due to design changes related to a railroad tie wall. Upon approval, the contractor will submit as-builts and a completion report to the Oklahoma Water Resources Board (OWRB), after which the Pines HOA will be eligible for reimbursement payments.
Waracres Postpones Decision on Adding January Big Trash Pickup to Explore System Overhaul
The council discussed adding January to the months for big trash pickup. While some supported the idea citing increased waste after holidays, others expressed concerns about costs and the feasibility during cold winter months. The discussion evolved into a broader conversation about revamping the entire big trash ordinance (Ordinance 1757). The council decided to table the specific item of adding January to allow staff to conduct a cost analysis and explore different options for a future meeting, potentially including on-demand pickup services. The perception among some residents is that big trash pickup has been reduced, leading to calls for clearer options and services.
