New Custodial Services Contract Approved with CB Facility Services at Reduced Cost

The company is required to meet city standards and conduct background checks on its employees, with police department background checks also being performed. Council members inquired about the scope of services, particularly regarding bathroom cleaning standards, and confirmed that the Director of Public Works or Buildings and Grounds would oversee the contract. Concerns about confidentiality and security were addressed by the requirement for background checks and potential non-disclosure agreements. References for Clean Bro LLC were checked and found to be positive. The agreement is for adoption or rejection.
Third-Party Sewer Force Main Installation Approved
The City Council considered an ordinance authorizing a third party to install and maintain a sanitary sewer force main on city property, connecting to the city's sanitary sewer line. This request is for the property where Dobbs Tire is planned to be located, near Tractor Supply Company. Phil Adlhoch, Director of Public Works, presented the item. A force main is described as a pump system used to move sewer under pressure. The private force main will be maintained by the property owners but situated within a city utility easement. Council members inquired about long-term enforcement, pressure issues, and maintenance responsibilities. It was clarified that this is a license to utilize the easement, not a transfer of easement, and similar to how the city handles issues with land owners. The line connects to a larger gravity-fed system from a pump station, and potential pressure issues are considered unlikely due to the size of the receiving line. The ordinance was presented for adoption or rejection.
Parks Department Addresses Dog Park Safety, Trail Erosion, and Budget Approval
The Parks Department provided an update on ongoing activities and issues. They congratulated the teams involved in the July 4th event and reported continued busyness with pool activities and programs. Assistant Director Tony Albertina is developing new software for the department. The Park Board approved the 2026 and 2027 budget, which will go to the City Council for ratification. A significant operational issue involves the dog park, which had to be temporarily shut down due to safety concerns. After ground smoothing and heavy rains, items unsafe for the public, including metal and old glass, were found. Staff are investigating options and pricing for ground cover and discussing solutions with the building and grounds committee and Park Board. Concerns were raised about the location's history as a landfill and the potential permanence of repairs. Regarding the trail along Lions Lake, sections were washed out due to heavy rains. Replacement materials have been ordered for repair, and plans are underway to build small retaining walls to mitigate erosion. Concerns were also voiced about the removal of invasive honeysuckle potentially contributing to erosion, and the possibility of needing hard surfacing for the trail due to its steepness and water runoff. The department is also considering parking improvements.
Police Department Conducts Nine Search Warrants for Deceptive Practices; Corporal Resigns
The Police Department reported a busy week, including serving nine search warrants on businesses for deceptive practices. A joint press conference was scheduled with the Attorney General and State Prosecutor regarding these investigations. Corporal Cleo Hood resigned after eight years of service to move to Alabama. Officer Emily Barnes, in training, assisted with evidence collection during the search warrant operations. The department detailed the storage of seized items. Maguire Street Corridor Overlay District Ordinance Introduced to Enhance Aesthetics and Development
The City Council considered an ordinance to establish the Maguire Street Corridor Overlay District, amending Chapter 27 of the Code of Ordinances. This overlay district aims to enhance the aesthetic appeal and functionality of private developments along the Maguire Street corridor by supplementing existing zoning regulations. The proposed changes include modifications to setback requirements, building design standards (height, screening, transparency, materials, entrances), parking regulations (allowing reductions and introducing maximums), signage (prohibiting pole signs, regulating ground and wall signs), and landscaping (requiring parking lot screening, foundation planting, and specifying vegetative ground cover). The ordinance also establishes an appeals process for exceptions to standards, designating the Planning and Zoning Commission to hear appeals, with a further appeal option to the City Council. The overlay district is intended to be implemented as properties redevelop, with triggers such as vacant properties for over 365 days, change of use of a whole structure, or a total teardown and rebuild. The district would encompass properties within 60 feet of the right-of-way between Highway 50 and the railroad right-of-way. The proposed ordinance was presented by Barbara Carroll, Director of Community Development, following extensive community engagement and planning commission review.
