Mayor Praises Community Events, Updates on Thomasson Road Safety Plan

Ordinance Introduced for Trace Commons Project Bonds
The City Council introduced Ordinance 2638, which authorizes the issuance of economic tax increment revenue bonds to support the Trace Commons project. This ordinance is associated with the previously approved Trace Commons allocation area. The bonds will support a public-private partnership, including public improvements along the Midland Trace Trail (park improvements and a pond area) and a small retail plaza. The funding structure involves a 60% share for the developer and 40% for the city, with the city's portion of approximately $1 million contributing to the State Road 32 roundabout. Importantly, these are developer-backed bonds, meaning they will not be on the city's books or contribute to the city's debt. The construction schedule is in the future, and any renegotiation would require significant reappraisal and approval processes.
Ironstone Development Annexation Nears Completion
The City Council heard Ordinance 2637 concerning the annexation of the Reserve and Village areas within the Ironstone development. This is a 100% voluntary annexation request for approximately 486 acres. This annexation, combined with the previously approved Lakes area annexation from June 22nd, will complete the annexation process for the Ironstone development. The ordinance was noticed for a public hearing and will be eligible for adoption at the second July meeting, along with the resolution and fiscal plan.
Fremont Moore Annexation Phase 2 Introduced for Public Hearing
The City Council heard Ordinance 2636 regarding the Fremont Moore annexation, Phase 2. This is a voluntary annexation request for approximately 70 acres on the west side of Fremont Moore Road. This phase is the second of two for the Lakes at Fremont Moore annexation process. The petition is currently with the APC for rezoning. The ordinance was noticed for a public hearing and will be eligible for adoption at the second July meeting, at which time the fiscal plan and resolution will also be presented.
Council Approves Trace Commons TIF Allocation Area for Project Funding
The City Council approved Resolution 26146, which involves amendments to the East Side Economic Development Area (EDA) and the creation of the Trace Commons Tax Increment (TIF) allocation area. This is the third step in a four-step process for issuing bonds or collecting tax increment for economic development. The Trace Commons project, located along State Road 32, will include public improvements such as a roundabout at Shady Nook and State Road 32, funded through a public-private partnership where a developer-backed bond will cover private development and public improvements. The TIF will capture tax revenue to fund these specific projects, with a 60/40 split between the developer and the city, respectively, for developer-backed bonds. This action allows for a bond to be issued for three specific parcels within the larger East Side EDA.
