Westminster Authorizes Letter of Intent for Caltrans EV Charging Station Agreement
The council authorized staff to issue a letter of intent for a Caltrans maintenance agreement to support the IANA electric vehicle (EV) fast charging station development at 6260 Westminster Boulevard. This agreement is necessary because the project site requires power from Southern California Edison, which must run through Caltrans right-of-way. Caltrans prefers agreements with the city rather than individual business entities. The letter of intent will facilitate formalizing right-of-way maintenance agreements between the city, Caltrans, and the property owner (IANA) to prevent project delays. IANA, backed by eight global automakers, is developing its first beacon site in Westminster.
Westminster City Council Approves 12% TOT Measure for November Ballot
The Westminster City Council voted to place a Transient Occupancy Tax (TOT) measure on the November 3rd, 2026, General Municipal Election ballot. The measure proposes increasing the TOT from 8% to 12%, with an estimated annual revenue increase of approximately $452,000. This increase is intended to fund general city services, with priorities including public safety, emergency response, drinking water protection, homelessness addressing, and disaster preparedness. The council debated between a 12% and 14% rate, with surveys indicating greater voter support for the 12% rate. The final decision required a two-thirds vote of the council (four affirmative votes) to place the measure on the ballot. The council also approved a minor wording change in the ballot question, replacing "providing youth/senior programs" with "addressing speeding/unsafe driving" based on survey feedback.
Council Reconsiders Agenda Item Placement on County Funds Letter, Defers Vote
The City Council reconsidered a prior decision regarding the placement of an agenda item concerning a letter to the County Supervisor about recovered funds. A motion to reconsider the prior vote, which had inadvertently omitted one council member's vote, passed 4-0. Following reconsideration, Councilmember Nan Kwan Wynn stated he would vote against placing the item on the agenda, expressing his belief that the letter request was not appropriate. The council ultimately agreed to defer the decision on placing the item on the agenda to the August 12th meeting, allowing Councilmember Fan West (who initially proposed the item) to be present. The minutes will be revised to reflect Councilmember Nam Kwan Wynn's initial voting intention.
Little Saigon Gateway Arch Concepts Presented; Further Community Input Sought

There was also discussion about whether Concept Three, which utilizes a catenary cable system rather than a traditional arch, aligns with the original intent of an archway project, and whether it should be considered as a distinct element or in addition to an arch.
