Stormwater Master Plan Update Emphasizes Long-Term Planning and Fiscal Responsibility

Intergovernmental Agreement to Harmonize Sky Harbor Development Boundaries
The Village Board considered an intergovernmental cooperative planning agreement between the City of Prospect Heights and the Village of Wheeling concerning the Sky Harbor FBO development. The agreement aims to unify development across parcels that straddle community boundaries by allowing for boundary line adjustments, specifically disconnecting a half-acre parcel from Wheeling and annexing it to Prospect Heights, and disconnecting a 225-square-foot parcel from Prospect Heights and annexing it to Wheeling. This will result in three parcels being fully in Prospect Heights and one fully in Wheeling. The agreement also stipulates that the Prospect Heights building code will apply to all four parcels. Annexation and disconnection ordinances will be presented on August 3rd.
Trustee Highlights Concerns Over E-Bike/E-Scooter Legislation and Enforcement
Trustee Kruger raised concerns about the recent state legislature's e-bike and e-scooter legislation, which includes a ban on sidewalk riding, age limits, licensing, and insurance requirements. He noted the potential difficulty in enforcement and expressed hope that the village will monitor state developments and implement appropriate local measures, citing personal observations of e-vehicles being ridden in prohibited areas near schools.
Cameo Condos HOA Progresses on Electrical Repairs Under Court Order
Following up on a previous resident concern, Director Clicker reported that the HOA for Cameo Condos has hired an electrician and obtained a permit to begin mechanical work necessary to re-energize a building. The village was reimbursed for a specialized inspector's services. The work is estimated to be 70-75% complete, with hopes of restoring power and the elevator by the end of the week. This work is being conducted under a temporary restraining order obtained by the village. Other village departments, including Public Works, Fire, Police, and Social Services, have assisted residents throughout the process. Residents of affected units were responsible for finding alternative accommodations during the power outage, with 14 out of 16 units reportedly doing so.
Special Use Approved for Massage Establishment on West Dundee Road
The Village Board granted special use approval for a massage establishment, 'New Agent Spot', at 747 West Dundee Road (Docket PSU26-0011). The Plan Commission unanimously recommended approval with two conditions: obtaining a business license with a revised floor plan and securing a sign permit.
