Council Faces Scrutiny Over Member's Allegations, Hears Public Comment on Governance and Farewell to Council President

Lena Collins critiqued Dixon's on-stage and online conduct, questioning his calls for unity given his actions and online engagement, and directly addressed him regarding his calls for unity. Jane Waller and Marie Long thanked President Potter for his service and encouraged the council to focus on the city's work. Jim Craig and Deion Washington also expressed gratitude to President Potter and highlighted the importance and difficulty of his role. Councilmember Brown publicly invited Councilmember Dixon to a moderated community conversation to address concerns about corruption and fiscal mismanagement openly and transparently. Councilmember Elmore and Morrison also thanked President Potter and welcomed new hires. Councilmember Atkins wished President Potter well and noted his own motivation for running for council. White Hall Council Approves Application for East Broad Street Project Funding and Other Grants
The City Council passed Resolution 30-2026, authorizing the mayor to prepare and submit an application to the Ohio Public Works Commission (OPWC) for the State Capital Improvement and/or Local Transportation Improvement Programs. The resolution also allows the mayor to execute necessary contracts and declares an emergency. This resolution is a crucial step in securing funding for the ongoing East Broad Street improvement project, specifically for Phase 5. The project aims to complete roadway reconstruction, ADA compliance, shared use paths, sidewalk improvements, street lighting, and storm sewer fixes from the city's western limit to Hamilton Road. The estimated cost for Phase 5 is approximately $3.7 million, with the city seeking to fund 75% through grants and 25% through a 0% interest loan. The application deadline is the last Friday of August, with funding decisions expected before Christmas. If approved, final engineering and design would commence next summer, with construction beginning in 2028. The council also adopted Resolutions 31-2026, 32-2026 (for the OCJS JAGBIRN grant), and 33-2026 (for the Office of Economic Engagement and Community Development funding), all by unanimous consent after suspending rules.
White Hall Council Considers Zoning Changes for Industrial Development and Gas Station Restrictions
The City Council read Ordinances 64-2026, 65-2026, and 66-2026 by title only. Ordinance 64-2026 proposes to amend the zoning map to change the zoning of property at 4870 Poth Road from Community Crossroads District (CCD) to Industrial District (INDD). This property is owned by the Whitehall Community Improvement Corporation. Ordinance 65-2026 also proposes a zoning map amendment to change the zoning of property at 265 North Hamilton Road from CCD to Industrial District (INDD), owned by B Corps Defender OH1M05 LLC. During the discussion for Ordinance 65-2026, Director of Economic Development Russell provided clarification regarding the property owner and the nature of the development. She explained that B Corps Defender OH1M05 LLC is a holding entity and the actual applicant and developer is Link Logistics, a real estate developer. The project is an expansion of an existing warehouse, adding approximately 35,000 square feet, with the hope that an existing tenant will expand, creating jobs and increasing income tax revenue for Whitehall. She also clarified that the land transfer from WCIC was $0 and the sale price was $320,000. The rezoning from CCD to INDD aligns with a new strategic plan, despite contradicting the current plan, to support employer expansion. Ordinance 66-2026 aims to amend the planning and zoning code to limit the construction or operation of gasoline stations. All three ordinances are scheduled to go to the Planning Commission on August 6th, with public hearings on August 18th.
White Hall Council Approves Budget Adjustments and Supplemental Appropriations
The City Council approved several financial measures, including Ordinance 67-2026, authorizing a $75,000 appropriation from the Mayor's Department Grant Fund to the Food Truck Inclusion Grant Expense Account. Ordinances 68-2026 and 69-2026 were also adopted, approving supplemental appropriations of $400,000 from the general fund to the utilities expense account and $25,000 from the general fund to the election expense account, respectively. The council also discussed the financial implications of grant funding for infrastructure projects, with Auditor Alexander affirming the positive fiscal impact of the OPWC loan program, noting that the loan portion is a small fraction of the city's overall budget and does not pose a strain.
