Village Board Considers E-Bike Regulations Amid State Law Changes

The Village Board discussed proposed ordinances for regulating electric bikes (e-bikes) and other micro-mobility devices, prompted by the upcoming Illinois Senate Bill 3484, which is awaiting the governor's signature. The proposed village ordinance aims to mirror the state law's restrictions, including prohibiting devices on sidewalks (with exceptions for toy vehicles and mobility-impaired individuals), setting minimum age requirements (15 for Class 1 & 2 e-bikes, 16 for others), and requiring licenses, plates, and insurance for faster electric motorcycles. The village ordinance would also include a parental responsibility clause for users under 17 and a catch-all for unsafe operation. While acknowledging the need for regulations, several trustees expressed concerns about the restrictiveness of the proposed rules and the challenges of enforcement, particularly for younger riders. They also noted that the state law might be overly restrictive. The board directed Deputy Chief Ben Olson to refine the ordinance based on their feedback and present it again after the governor signs the state bill, indicating a preference to align local regulations with state law and offer greater flexibility for officers in enforcement.
