Minor Modification Approved for 210 New Boston Street Site Plan
Milton Real Properties requested a minor modification to a special permit dated December 11th, 2025, to replace the site plan of record at 210 New Boston Street. The proposed modifications include removing approximately 500 cubic yards of potentially contaminated gravel and soil, replacing it with 900 cubic yards of gravel and soil, providing sidewalk improvements along New Boston Street, and installing private stormwater improvements. Additionally, two new catch basins and drainage structures will be installed within New Boston Street. The council approved the minor modification with listed conditions.
Downtown Traffic Improvement Project Advances with 25% Design Approval
The City Council received an update on the downtown traffic improvement project, which has achieved 25% design approval from the state. The project aims to enhance safety at a high-crash location, address operational deficiencies, improve roadway and sidewalk conditions, upgrade transit amenities, and implement a complete streets approach. Key changes include replacing one-way circulation around the common with two-way traffic on Main Street and Pleasant Street, signalizing the intersection of Win, Pleasant, and Main Streets, and modifying traffic flow on Common Street. The project timeline indicates 25% design submission is expected in 4-6 months, with a design public hearing following. Funding is programmed for 2031, but efforts will be made to advance the construction timeline. Public input on parking versus bike lanes led to a preference for maintaining parking, resulting in a 13-ft shared lane for vehicles and bicycles. Concerns were raised about the safety and impact of shared lanes and potential culture shock for drivers.
$100,000 Appropriation for Magazine Hill Parking Lot Referred to Finance Committee
An order was presented to appropriate $100,000 from the downtown parking account to the Magazine Hill parking lot. The matter was referred to the Committee on Finance.
Congregate Housing Amendment Proposal at 21 Warren Avenue Continued
NHC Realty Cummings Foundation applied for a special permit to amend a previously issued permit from February 20, 1997, for existing congregate housing. The amendment involves constructing a new three-story building at 21 Warren Avenue. Communications were received from the Building Commissioner, Planning Director, and an attorney representing the Cummings property. Councilor Frugola disclosed a potential conflict of interest due to his wife's past business dealings with Cummings Foundation and New Horizons, but received a ruling from the State Ethics Commission allowing him to participate. The matter was continued to the August 18th City Council meeting.
Mayor Provides Update on Downtown Traffic Improvement Project
The City Council received a communication from Mayor Michael P. Concannon requesting agenda time for the downtown traffic improvement project. The communication was received and made part of the permanent record, and the rules were suspended to allow the Mayor or his designees to speak. Mayor Concannon provided an update on the project, noting 25% design approval from the state and the involvement of planning and engineering departments, as well as consultants from Tighe & Bond.
